- NASA/GSFC has a requirement for a Reconfigurable Open Architecture Computing Hardware (ROACH) Digital Back End (RDBE) components for KPGO. The deliverables shall be able to pass the ATP criteria (below) in an end to end system test. We must have a quantity of four RDBE SYSTEMS and they must be tested as an end-end system by the manufacturer. Description: RDBE Systems in a TBD Enclosure - QTY 4 1. R.O.A.C.H. Board assembly, V 1.3, with Xilinx XC5VSX95T- 1FF1136C on board. 2. iADC Board assembly, V 1.1, including Two DIMM modules. 3. Quantity 1 plug in ADC cards V. 1.1 The ROACH system takes the baseband data from the most powerful radio telescopes, changes it from analog to digital, and applies sophisticated digital signal processing filtering techniques to derive information about our universe. These systems are customized for each application as some applications require downloading a tremendous amount of data quickly, while others want to selectively download the data. Intricate modules and box build projects, such as the ROACH system, IADC (analog to digital conversion boards), and IBOB (interconnect break-out boards), are totally turnkey. Acceptance Test Plan (ATP) Criteria: Test Objectives The test objective is to ensure, as much as possible, that all DBE units are operating properly, including both functional and interoperability criteria. This was done by providing all units with a common frequency reference, 1pps timing signal, and a common broadband noise source spanning approximately 100MHz to 2GHz. For some testing, embedded test tones at frequencies (575 MHz and 961 MHz), were added to the broadband noise source. The testing will be divided into three specific phases: 1.Verification of compatibility with laboratory interfaces, command and control functionality, and digital-output format compatibility. 2. Single baseline cross-correlation test of each unit paired with RDBE-G unit; all station auto-correlations. 3. Simultaneous 4-station zero-baseline cross-correlation of all six possible station pairs; all station auto-correlations. NASA/GSFC intends to purchase the items from Digicom Electronics. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on September 22, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
