- INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Applied Scientific Insturmentation, Inc for framework and optics for a light sheet microscope without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 333314 with a Size Standard of 500 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-76 dated July 25, 2014. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106-1. DESCRIPTION OF REQUIREMENT Purpose and Objectives This acquisition is to help build a dual single plan illumination microscope study neuronal activity in living organisms. This request is for the supporting framework and critical optics that will form the basis of the microscope and to which, other components (cameras, lasers, objective lenses) will attach. Period of Performance Delivery is required within 60 days after receipt of award. A firm fixed price purchase order is contemplated. Project Description NIMH requires the contractor to independently perform the following tasks. •This request consists of part numbers: DiSPIM-K, C60-TUBE_100D, C60-3060-C-MOUNT, SPIM_RAMM, CDZ-1000, MIM-INV-II-EX_COND-LLG, C60-D_CUBE, S31121010FT, PZ-2500, TG8_BASIC, 3078-2450, and I-3078. •In order for the items to be acceptable, they must, when assembled, form the framework for a functioning light sheet microscope. This would include support framework, optics, microscope stage and controller, but not illumination sources, cameras, or objectives. •The manufacturer (ASI) has worked closely with our NIMH in the construction of similar light sheet microscope in his lab. Our intent is to replicate the basic functioning of this instrument with some changes that will allow us to better apply the technique to our samples. ASI has extensive knowledge of the functioning of this type of microscope CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION This nature of this requisition is to purchase parts to fit into the dual single plan illumination microscope that NIMH is currently building. They are all custom parts that are machined to fit together in to a frame that will hold the cameras, objectives, piezo drives, etc. ASI is currently the only contractor that provides the custom parts for this microscope. The intended source is: Applied Scientific Instrumentation, Inc 29391 West Enid Road Eugene, OR 97402 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
