- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL). The EPA ORD/NHEERL Research Cores Unit (RCU) provides research support for NHEERL scientists and their diverse genomics needs including broad spectrum of applications related to transcriptome, epigenome, and genome analysis. To meet these challenging and growing research needs, the EPA ORD/NHEERL Research Cores Unit requires a high performance sequencing system with high data throughput, speed and accuracy as well as large flexibility related to differences in sample size of the projects and throughput needs of the given application. Specifically, the instrument should meet the following minimum requirements to meet Agency needs: 1)Must perform using sequencing by reversible terminator chemistry and operate according the same sample preparation protocol as instrumentation currently used in genomic research core laboratory (HiScanSQ, MiSeq) 2)Must be able to perform at least 3 simultaneous independent runs 3)Must be able to produce 1 terabase of data in single run 4)Must have at least 150bp read length capability 5)Must be able to operate in at least 3 output modes: low (~100 M reads/run), medium (~400M reads/ run), high (~4 B reads/run) 6)Must have Single Reads and Paired- End Reads capability 7)Must be a bench top system 8)Must include the software that automatically produces image intensities and quality-scored base calls 9)Must require low (nano grams) sample input 10)An error rate of 1% or lower 11)Must be installed in RTP laboratory 12)Must come with on-site training in RTP 13) Must include 1 year warranty for parts, labor and replacement reagents in case of instrument failure with maximum 2 days response time. Delivery Schedule - the equipment shall be delivered no later than 10 weeks after issuance of purchase order. Shipping - FOB Destination The government anticipates awarding a single fixed-price contract. The solicitation is subject to full and open competition accomplished under FAR Part 12 Commercial Procedures. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The EPA anticipates award will be made in October 2014. The request for quotation is anticipated for release on or about October 1, 2014, and will be made available through FedConnect at www.fedconnect.net.
