Title: Sources Sought for the U.S. Army Medical Materiel Center, Europe Relocation Initial Outfitting Project - Kaiserslautern, Germany Media: Federal Business Opportunities www.fbo.gov Estimated Value: Between $10,000,000 and $25,000,000 IAW FAR 52.219-14, Limitations on Subcontracting: If award is made to a small business as the prime contractor, the small business must perform at least 50% of the cost of the contract. NAICS Code: 337127 Small Business Size Standard: 500 employees Federal Supply Class/Service Code: 6530 DESCRIPTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, quote mark Request for Information or Solicitation for Planning Purposes quote mark This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Corps of Engineers (USACE) - Little Rock District. This contract is being procured in accordance with FAR Parts 15. All questions regarding this Sources Sought (SS) should be submitted in writing to the following email address: trapper.j.ballard@usace.army.mil. The purpose of this sources sought is to identify technically qualified Small Business concerns. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results this synopsis. The Scope of Work includes, but is not limited to the relocation and initial outfitting of the U.S. Army Medical Materiel Center, Europe (USAMMCE) from Husterhoeh Kaserne, Pirmasens, Germany to Kaiserslautern Army Depot (KAD), Kaiserslautern, Germany. This contract will include both Initial Outfitting - Transition Services (IO-T) and Initial Outfitting - Commodities (IO-C). IO-T includes planning services, project management, transition and move planning and execution, refining the existing inventory, CONOPS development, space planning and development of commodities lists and requirements, publication of public information materials (to include new phone numbers, opening hours and changes in the schedule due to transition activities), and execution of public relations events such as ribbon cutting ceremonies. IO-T also includes inventorying all existing systems and commodities to be reused, relocated or disposed; development of Comprehensive Interior Design (CID) package; conducting user interviews; and planning, developing the requirements for all new and reuse commodities, managing the phasing and transition activities, relocation planning and execution, key control, assignment and publishing of new phone numbers, room signage wording, and disposal of old equipment and furniture through Government channels (DRMO). IO-C includes the procurement, delivery, receiving, secure warehousing/ storage, moving, installation, data entry, testing, inspecting, labeling, excessing and proper disposal, certification and warranting of all commodities planned during IO-T. Prior to an Offeror receiving an award from any resulting solicitation, the Offeror must be registered and have an active, valid registration in the System for Award Management (SAM) database. CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement to address the following information: 1.Firm's name, addresses, point of contact, phone number, and e-mail address; 2.Firm's interest in providing a proposal on the pending solicitation once issued; 3.Experience: Contractor must provide a brief description of similar projects, customer name, timeliness of the performance, customer satisfaction, and dollar value of projects within the past 5 years. Additionally, please provide answers to the following questions: a.Has your company ever managed a European or Domestic Initial Outfitting contract involving sensitive and contingency materials? b.Has your company ever teamed up with a quote mark German Partner Firm quote mark to assist with the communications and interpretations of German laws? c.What are the qualifications and experience of your key personnel (Project Manager, Program Manager, and Quality Control Manager) over the past 5 years? d.Describe your experience/ability to manage phases of an Initial Outfitting contract and how you minimize interruption of customer operations while remaining on schedule. e.If necessary, how will you incorporate foreign labor into your program and maintain solid communications while staying on schedule? 4.Provide company business size as designated by the NAICS and the U.S. Small business Administration. Also, provide business status for small business category and business size (Section 8(a), Historically Underutilized Business Zones (Hub-Zone), Women Owned Small Business (WOSB), Service Disabled Veteran Owned (SDVOSB) and Historical Black Colleges and Minority Institutions (HBCU/MI)); 5.Firm's Joint Venture information, if applicable. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Interested contractors submit a response (electronic submission) of no more than 5 pages in length that addresses the above information. Please also include a cover page (cover page does not count against the five pages of content), which includes, at a minimum: the company's name, address, Dun & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the Sources Sought number and project title in the subject line of their e-mail response. The Capabilities Statement for this Sources Sought is not expected to be a response to a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analysis, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps at https://www.fbo.gov. Anticipated solicitation issuance date is on or about 15 October 2014, and the estimated proposal due date will be on or about 01 December 2014. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities inviting firms to register electronically to receive a copy of the solicitation when and if a solicitation is issued. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis.
