- U.S. ARMY OIL ANALYSIS PROGRAM (AOAP) LOGISTICS SUPPORT ACTIVITY BLDG 3307 REDSTONE ARSENAL, AL 35898 REQUEST FOR INFORMATION (RFI) Repair, Maintenance and Preventative Maintenance of Fourier Transform - Infrared (FT-IR) Oil Analyzer Systems 15 SEPTEMBER 2014 1.Purpose: The Army Oil Analysis Program (AOAP) Program Management Office (PMO) intends to solicit proposals from potential offerors for technical support, maintenance and repair parts support for its fleet of Fourier Transform - Infrared (FT-IR) Oil Analyzer Systems. This fleet of instruments includes models: FTS-1000; FTS-2000; 640IR; and their associated automatic sample processors (ASPs). The intent of this RFI is to gauge industry interest and capabilities in satisfying the AOAP PMO's requirement. 2.Background: The AOAP PMO, an element of the United States Army Materiel Command's (USAMC) Logistics Support Activity (LOGSA), is responsible for all oil analysis requirements within the U.S. Army. The AOAP PMO employs regionally based laboratories in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) to accomplish the task of oil analysis. Currently, the AOAP maintains laboratories at the following locations: Fort Bliss, TX; Fort Bragg, NC; Fort Campbell, KY; Fort Carson, CO; Fort Hood, TX; Fort Lewis, WA; Fort Rucker, AL; Redstone Arsenal, AL; Camp Arifjan, Kuwait; Bagram, Afghanistan; Kuwait City, Kuwait; Camp Humphreys, Republic of Korea; and Kaiserslautern Army Depot, Germany. The number of AOAP laboratories in operation and the location of AOAP laboratories may change during the course of a contract according to the Army's changing requirements. The AOAP Program Manager (PM) evaluates the current and emerging needs of the Army then makes decisions regarding the establishment of new facilities; the closure or movement of current laboratories; and the areas the AOAP will service. 3.Description of Action: The AOAP seeks a competent contractor to provide technical support, maintenance, preventative maintenance and repair parts support for its fleet of FT-IRs as set forth above. The Contractor performs on-site preventative and emergency maintenance; provides repair parts support; and operates a 1-800 toll-free technical support quote mark hotline quote mark where laboratories may call to troubleshoot problems with instruments before requesting repair parts or on-site maintenance. The Contractor staffs the technical support hotline between the hours of 0800-1700, Monday through Friday, excluding contractor holidays. The Camp Arifjan, Kuwait and Bagram, Afghanistan locations do not require on-site maintenance or preventative maintenance visits. 4.Requested Information: The AOAP PMO requests interested parties respond to this RFI with a white paper describing the respondent's capabilities and experience in providing simultaneous service and support to multiple locations for the instruments set forth above. Responses must include the following information: A.Administrative Information 1.Company Name 2.Company Address, to include corporate offices and production facilities 3.Company website 4.Commercial and Governmental Entities (CAGE) Code 5.North America Industry Classification System (NAICS) code 6.Business size and eligibility under United States Government (USG) socio-economic programs and preference 7.Company description, to include history, years in business, significant events, facilities and locations, and partnerships/affiliates B.Respondent Point of Contact (POC) Information 1.Name 2.Title 3.Telephone Number 4.E-mail address 5.Company Responsibility/Position/Function C.Capabilities and Experience Clearly, succinctly and accurately describe the capabilities and experience of the company that make it a competent provider of the service and support the AOAP requires as delineated in paragraph 3 above, Description of Action. 5.Proprietary Information: The USG acknowledges its obligations under the Federal Acquisition Regulation (18 U.S.C. 1905) to protect confidential information provided to the Government. Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Data must be clearly marked PROPRIETARY and be accompanied by explanatory text so the Government is clearly notified on what data is proprietary Mark only data that is truly confidential Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not submit any classified data in response to this market survey Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail, as well as, at the beginning of the file. Accordingly, the potential offeror shall ensure technical data provided in response to this market survey shall be appropriately marked (i.e. proprietary) to ensure proper Government handling of the data. 7.Clarification of this Action. This request is for an RFI. It is an inquiry intended to measure the level of industry interest and capabilities for competing for a maintenance services contract. Responses to this survey may impact the Government's decision in relation to a competitive requirement. This is not a pre-solicitation notice or a Request For Proposal (RFP), nor will the Government award any contracts from this announcement. Information provided regarding the potential contract, as presented in this RFI, is subject to change. Additionally, this inquiry does not bind the Government to solicit for or award any contract. Participation in this survey from a potential offeror is solely voluntary; the Government will not reimburse any offeror for the costs associated with participation in this survey. Data submitted to the Government will not be returned, but it will remain archived as part of historic records.
