- This synopsis precedes the issuance of a Request for Proposal (RFP) VA244-14-P-0254 for Community Based Outpatient Clinic services. VA Butler Healthcare, also known as "the parent facility," requires CBOC services providing Primary Care in a private hospital, office or clinic environment to Veterans, primarily residing in Armstrong County, Clarion County, and Cranberry Township (Butler County). A CBOC must be located in each of these three locations - for a total of three CBOCs. The subsequent contracts will be performed for the Department of Veterans Affairs, VA Butler Healthcare, 325 New Castle Road, Butler PA 16001. As a result of the solicitation, the Government intends to award a maximum of three (3) indefinite-delivery, indefinite-quantity, (IDIQ) Contracts, with the possibly one or two awards made to one offeror who can successfully place a competitive proposal to operate CBOCs in multiple locations. This solicitation will not be set aside due to a lack of small businesses currently operating within the industry. Although, Services Disabled Veteran and Veteran owned small business contractors must be registered in the US Department of Veterans Affairs Vet Biz Database to be eligible for Veteran owned preference. Registration may be accomplished at http://www.vip.vetbiz.gov/. Additionally, Service Disabled Veteran owned and Veteran owned contractors must be registered with Vets 100 at http://vets.dol.gov/vets100/. All Contractors must be registered in System for Award Management at www.sam.gov to be eligible for award and complete their online Representations and Certifications at www.sam.gov. The applicable NAICS code is 621498 with a size standard of $19 million in average annual receipts. Awards will be made to offerors whose proposals are responsive and conforming to the RFP, and are also determined to be most advantageous to the Government in terms of Technical, Past Performance, and Price. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Technical capability, Past Performance, and Price Evaluation of the offeror's response to the solicitation. Prospective offerors must submit a technical proposal, past performance references and a price proposal to be considered for award. It is anticipated that the solicitation will be available on or before October 9, 2014. A Pre-proposal conference will be held on October 23th 2014 at 10:00 at VA Butler Healthcare. Please register for this pre-proposal conference no later than October 15, 2014 by sending an email to Andrew.taylor3@va.gov with you company's name and who will be attending. Interested contractors are encouraged to attend and should register. The anticipated release date for the Solicitation is October 9th, 2014. The solicitation will be posted at this website, www.fbo.gov. All inquiries shall be in writing, e-mail inquiries to Mr. Andrew Taylor at Andrew.taylor3@va.gov. All answers will be provided in writing as an amendment and posted to Federal Business Opportunities website within three business days after the pre-proposal conference.
