Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective 25 August 2014. This requirement will be awarded as a firm-fixed price (FFP), performance-based, commercial contract under North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) with a small business size standard of $15,000,000.00. Description: The primary purpose of this contract is to ensure that the websites for the Institute for Water Resources (IWR) continue to be maintained and that they are properly formatted and transitioned to their new USACE-defined platforms. The goal of these websites is to continue to provide IWR website stakeholders easy access to IWR's many products, services, data, and tools. This means that the contractor should ensure that IWR websites are available to stakeholders, maintained, and formatted properly. Date, Time, and Place Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 3:00 p.m. Eastern Daylight Time (EDT), on Wednesday, 24 September 2014. All questions regarding combined synopsis/solicitation W912HQ-14-T-0022 must be received in writing at the e-mail address listed below no later than 12:00 pm EDT on Thursday, 18 September 2014 in order to allow the Government time to review and respond accordingly. Questions received after the time and date specified above are not guaranteed to be answered prior to the solicitation closing date. Proposals should be e-mailed or mailed to the Point of Contact shown below by the closing date and time listed above. If proposals are mailed, an electronic version of the proposal (i.e. CD, DVD, etc.) should accompany the paper copy. If a quote is e-mailed to the POC, it is the offeror's responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Upon receipt of an electronic quote, the Government will acknowledge receipt of that quote via email to the offeror. The base period of performance shall begin on the date of award. Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are also encouraged to complete electronic annual representations and certifications using SAM; however if not completed in SAM, a completed copy of the provision at FAR 52.212-3, Alt I Offeror Representations and Certifications -- Commercial Items, must be included with the offer. The provision 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition.
