Description
This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333318 with a small business size standard of 1000 employees. AFRL requires 1 Solid State Drive Destroyer, SSMD 200-240V, part number 972-0001 and Level 2 parts kit part number 972-2902. Device must be listed on the NSA/CSS Evaluated Products List (EPL) as passing evaluation by the National Security Agency (NSA) for the physical destruction of solid media, such as memory cards, thumb drives, solid state drives, cell phones, and tablets, as well as optical media such as CDs and DVDs. Specifications include the following: -Device must be listed on the NSA/CSS EPL 13-09 as passing evaluation by the National Security Agency (NSA) for the physical destruction of Solid state media, such as memory cards, thumb drives, solid state drives, cell phones, and tablets, as well as optical media such as CDs and DVDs. -Device must accept media up to 0.85 inch by 8 inches. - ALL Processed media MUST be rendered to particle size no more than 2mm in any direction. -Device must be continuous duty. -Device must be simple, automatic push button operation. - Device must have an internal brain to sense overload and momentarily reverse automatically to clear and prevent jams. - Device must have an automatic bin-full sensor. -Destruction blades, grinders and screens must be easily reused, adjusted and replaced. -Device must have a footprint no greater than 27 inches x 42.5 inches with a height no taller than 48 inches for space considerations. -Device must have castor wheels. AFRL also requires 1 HD-5T Hard Drive Degausser (120v), part # 953-0000. Degausser must be listed in the NSA Evaluated Products List-Degausser (EPL-Degausser) for 2800 Oersted tape and 5000 Oersted (L) and (P) hard disk drives. Degausser must be a "Table Top Type Degausser" and meet DoD specifications for purging classified/ sensitive information from perpendicular (P) and longitudinal (L) recorded hard disk media up to 5000 Oersteds. Degausser must also meet DoD specifications for purging all classified/sensitive information from tape media up to 2800 Oersteds. Specifications include the following: -Degausser must accept multiple media formats per cycle to increase throughput. -Degausser must accept tapes and hard disk drives up to 1" high by 4" wide by 6" deep, including all formats of DLT, LTO, 8 mm, DDS, floppy disks, zip disks, jazz disks and hard drives without disassembly. Degausser must accept four (4) 4mm tape cartridges and two (2) 8mm tape cartridges per cycle. Degausser must accept four (4) standard laptop drives per cycle. - Degausser must have an internal NSA Evaluated Field Checker; the Field Checker is listed in the Evaluated Products List-Degausser as the only NSA approved verification tool. - Degausser must provide a digital NUMERICAL display of the magnetic field strength to indicate the unit is operating at its specified strength for each cycle. - Degausser must be an electromagnetic pulse-discharge degausser, thereby allowing the user the ability to shut off the magnetic field. Erasure occurs when the magnetic field is present; this must occur in less than one second. -Degausser must have a footprint no larger than 10" x 26.9" and weigh no more than 117 lbs. -Degausser must retain energy between cycles reducing the amount of energy consumed and providing a GREEN Energy Efficient degausser. Therefore, the degausser's first cycle must take 45 seconds, with subsequent cycles taking only 30 seconds. -Degausser must not require use of batteries for operation, thus eliminating the need for multiple power sources and the likelihood of failure due to weak or dead batteries. The Government intends to negotiate a sole source contract with Data Security, Inc. 300 South 7th Street, Lincoln, NE 68508. The Government has determined that other destruction devices lack required salient features and cannot be modified to meet our needs as well as other supported organizations. It was also determined that this equipment is unique in capability and no other manufacturer can meet the above requirements in one single unit. Data Security Inc. is the manufacturer and sole provider of the HD-5T degausser; Data Security Inc. has no authorized distributors in the USA. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2014. A Sole Source Justification will be attached to the subsequent Notice of Award.
