- COMBINED SYNOPSIS/SOLICITATION NO. P14PS02715, Fort Spokane VC HVAC Replacement for Lake Roosevelt National Recreation Area This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.acquisition.gov/far. The solicitation number is P14PS02715, and the solicitation is issued as a Request for Quotation. The NAICS code is 238220 with an associated small business size standard of $15. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider SAM registration in determining responsibility. DESCRIPTION: The National Park Service, Lake Roosevelt National Recreation Area (LARO), has a requirement for a vendor to remove and dispose of existing equipment, supply and install new equipment at the Fort Spokane Visitor Center in the Fort Spokane District in accordance with the Scope of Work below. Fort Spokane Visitor Center HVAC replacement - Scope of Work Install a two zone HVAC system in the historic Visitors Center Bldg. The current air handler is: York Model #: MFTS302822 Serial #: N1AHD14R06A In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this project for the National Park Service (NPS) and Lake Roosevelt NRA (LARO) as described below. A. Park Overview and Resource Protection: 1. In 1880, the U.S. Army established Fort Spokane above the confluence of the Spokane and Columbia Rivers. In 1898, the military fort was closed. The buildings were then used as an Indian boarding school and tuberculosis hospital. Uniforms, weapons, and photographs of the military are on exhibit in the historic guardhouse. When the military left in 1899 the buildings were converted into an Indian Boarding School run by the government. Photographs and firsthand accounts of life at the boarding school are exhibited throughout the guardhouse. 2. Preserving and protecting the historic guard house, park facilities, and surrounding landscape features of LARO, shall be the central considerations in performing the work of this project. B. Project Narrative: The work of this project is to replace the central heating system in the historic Fort Spokane visitor center and offices and install a two zone heating, ventilation, and cooling (HVAC) system. All heating/cooling work shall meet local code requirements. Contractor shall provide all labor, equipment, and materials. The visitor center is 3622 square feet with 12 foot high ceilings. The exterior wall construction consists of two courses of red brick with a dead air space between the two courses. The width of the exterior walls is 10 inches. There are 18 single paned 3.0 ft. x 5.0 ft., double hung exterior windows and 4 entry doors. The ceiling rafters are 2 x 8 construction, 16 inches oc., with an R-30 insulation factor. The floor joists throughout the building are un-insulated. Zone one consists of a two offices, the public contact area, a vestibule, men's restroom, and women's restroom. Zone one is 1229 square feet with 134 feet of exterior wall and 37 feet of interior wall that a joins zone two. There are eight windows and four exterior entry doors in zone one. Zone one is outlined in yellow on the floor plan diagram. Zone two consists of a display room, an audio/visual room, two corridors, supply room, storage room, and three jail cells. Zone two is 2115 square feet with 152 feet of exterior wall and 37 feet of interior wall that a joins zone two. There are ten windows and one exterior entry door in zone two. Zone two is outlined in green on the floor plan diagram. An option for a third zone in the audio/visual room where there is seating for 24 people to observe audio/visual presentation that typically last ten minutes. This zone will take into consideration the spike of radiant heat produced by 12 people sitting in the room for ten minutes. Work includes: Removal and disposal of an existing horizontal electric furnace and all associated ductwork. Existing equipment is located in the attic space mounted on top of the first floor ceiling joists. All new equipment shall fit into the same space unless otherwise approved. The new unit shall consist of a properly sized heat pump with supplemental electric furnace, two wireless programmable thermostats mounted in the seasonal office with remote sensor for each zone, a heat recovery ventilator installed (HRV) for each restroom. All equipment shall be new and qualify as "Energy Star" rated under the EPA's Energy Star program. Heat Pumps shall have a HSPF factor of 8. Improve Duct Work Performance. Inspect the entire duct system, evaluate the system's supply and return air balance. Install additional supply and return ducting to insure adequate and even heating and cooling. Install volume butterfly dampers where needed to maintain correct balancing of air. Seal all duct work joints and wrap, seal leaks and new connections with approved low VOC duct mastic or an approved equal or method. II. LOCATION See attached map. (Could not attach map) Contact Wayne Owens at number or email below for map. III. PERFORMANCE PERIOD The work shall be provided from approximately October 06, 2014 through November 15, 2014. IV. DELIVERY SCHEDULE The work shall be complete no later than 60 days after award of Contract. V. STANDARDS A. A requirement of the work is that at least one of the technicians doing the demo and installation be certified by the North American Technician Excellence (NATE) program in air conditioning service. NATE is the leading certification program for technicians in the heating, ventilation, air-conditioning, and refrigeration (HVAC/R) industry. Furthermore, the NATE test is the only test supported by the entire HVAC/R industry. B. All work performed under this Contract shall be performed in accordance with the latest versions of: applicable codes, accepted industry standards. A listing of design standards is located at: http://www.nps.gov/dsc/workflows/dstandards.htm C. All shop drawings shall be prepared using the English system of weights and measures. D. The following submittals are required: Shop drawing of HVAC and AC installation. 1. Cut sheet on heat pump 2. Cut sheet on electric furnace 3. Cut sheet on controls 4. Cut sheet on programmable thermostat VI. SPECIAL REQUIREMENTS A. All construction and incidental debris shall be removed from the site and recycled. Debris that cannot be recycled must be disposed of in a legal manner. All refrigerant must be captured and properly disposed. The contractor shall provide written documentation demonstrating how the refrigerant and debris was disposed. The contractor shall track and report the amount (in pounds) of refrigerant and debris taken off the Site. The contractor shall separately track the pounds of metal recycled. B. There shall be no alteration, destruction, or changes made to the historic fabric of the building to include the brickwork and structural framing. The coolant and power lines for the outdoor condenser unit shall be routed and affixed to the surface of non-historic interior walls within the building and concealed with removable channel covering. The coolant and power lines for the outdoor condenser unit shall exit the building through the crawl space vent block screening in the north east corner of the building courtyard. The condenser shall sit on padding placed on top of the existing grade. Air-conditioning and heat recovery ventilator condensation shall drain into the utility sink located directly below the air handler unit. C. The contractor shall coordinate all work with park Facility Manager, Jim Brown @ (509)754-7808 or his designated representative. DELIVERY REQUIREMENTS. Performance location is at Fort Spokane Visitors Center in the Fort Spokane District of Lake Roosevelt National Recreation Area. Vendor is responsible for delivery and off-loading of material. Vendor shall coordinate the start of work in advance, with Jim Brown, Facility Manager for the purpose of meeting driver on-site, to direct exactly where to off-load. No work performance off-hour, off-day, weekends or on a federal holiday will be accepted. DELIVERY DATE AND PERIOD OF PERFORMANCE: Delivery of the equipment shall be F.O.B. Destination. The Government anticipates performance for installation to occur in October/November 2014. However, vendor should indicate their proposed delivery and period of performance in quote. If after award, the performance period needs changed, then the contract can be modified, but only by approval of the Contracting Officer and agreement of the parties. PRICE SCHEDULE: The unit price shall include all elements necessary to perform work at the site. The line item can be copied onto Quoters letterhead or this page may be filled out and submitted with quote. Vendor shall provide a price as follows: Removal & Disposal @ 1 = $__________. Equipment @ 1 = $____________. Transportation/shipping @ 1 = $____________. Installation @ 1 = $____________. This contract is subject to the Service Contract Act and therefore prevailing wage rates will be in effect for Lincoln County, WA. U.S. DEPARTMENT OF LABOR SERVICE CONTRACT ACT WAGE DETERMINATION is applicable to this solicitation and can be viewed in full text on-line at http://www.wdol.gov. Select "SCA WDs." Search by state (WA), then by county (Lincoln). Answer "no" to previously performed, and "no" to non-standard services. The wage determination number is WD 05-2565 (Revision 14) dated 8/5/14. CLAUSES & PROVISIONS. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible Offeror whose quote conforming to the solicitation will be most advantageous to the Government, on the basis of lowest total price. The National Park Service may inspect the equipment being considered for award. The government reserves the right to make award without discussions. In accordance with the clause at 52.204-07, System for Award Management, Offerors must also be actively registered in the SAM.gov on-line database, at website address https:sam.gov. Active registration means that at time quote is submitted registration status in SAM reads "active."
