- REFLEX DELTA STROBE LIGHTS THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The 377th ABW/XP in support of REFLEX DELTA upgrade initiatives at Kirtland Air Force Base (Albuquerque) NM 87117 requires all materials, hardware, software and programming necessary for the acquisition and installation of wireless beacon/strobe lights and the integration of these lights into Kirtland's existing "Installation Notification and Warning System" (INWS), more commonly known as GIANT VOICE (GV). This system is a wireless-based system acquired by the Air Force Material Command from Acoustic Technology Incorporated (ATI) a small business located in Boston, Massachusetts. The acquisition is for the purchase and installation of approximately 14 alert strobes, which include (14) ASP, brackets and antenna cables, (28) 12 volt 33A hour batteries and (14) 175 watt solar packages. System software/firmware is required as well as start-up assistance that includes operator and on-site maintenance training. IAW FAR Part 5.207-15(c) (ii), the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one (1) source under the authority cited above. It is anticipated that award of this requirement will be to Acoustic Technology Incorporated (ATI) of Boston, Massachusetts, the designer and installer Kirtland Air Force Base's existing INWS system. Interested parties; however, may contact the Contracting Officer, William Davis, e-mail william.davis.57@ us.af.mil, not later than 26 Sept, 3:00 p.m. MST to identify their interest and submit a capability statement, proposal or quotation which will be considered by the government. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, all capability statements, proposals or quotations received within 10 calendar days after date of publication of this synopsis will be considered by the Government. Interested parties must clearly demonstrate in the submitted documents that there will be no service interruptions. Documentation submitted will not exceed five (5) pages and will be submitted electronically to the Contracting Officer listed above. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
