- This is a Sole Source synopsis published for informational purposes only. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) as prescribed 6.302-1. The United States Special Operations Command (USSOCOM) intends to issue a sole source, firm-fixed-price "D" type contract, utilizing FAR 12.2 procedures for commercial services, to Registro Italiano Navale (RINA). The period of issuance of orders shall not exceed 16 months and the contract with the period of performance shall not exceed 6 months from the last day for issuance of orders (22 months from award). The Button 5.6, a submersible currently under development, will be delivered to USSOCOM with Registro Italiano Navale (RINA), an International Association of Classification Societies (IACS), certification for safety (class). RINA will provide the Government consulting services in regards to RINA Rules and Guidance to maintain class and engineering studies of alternatives for proposed changes to the vessel, as required. RINA will also provide the oversight (audits/reviews) needed to maintain the certificate of class active through the period of performance. RINA will also provide technical guidance on the safety requirements for the vessel as required. RINA is the only source that can provide this service for the Button 5.60. Utilizing a different classing society would cause substantial duplication of effort and unacceptable delays. Costs to recertify the DCS under a different IACS member would far exceed the costs of maintaining its current certification. Changing IACS societies would require dismantling of vessel for inspection, drawing and specification reviews, testing of vessel, implementation of design standards for the specific classification society etc. The down-time it would take for the reclassification process would cause substantial delays in fulfilling agency requirements. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541690 Other Scientific and Technical Consulting. Size standard is $14.0. The proposed source is RINA USA, Inc., 13450 W Sunrise Blvd #350, Fort Lauderdale, FL 33323. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement or quotation which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All Contractors must be registered in the Government's System for Award Management, www.sam.gov. This synopsis is not a Request for Proposal nor does it obligate the Government in any manner. There will be no payments for any contractor information. Responses are due no later than 8:00 AM EST, Monday September 29, 2014. If no affirmative responses are received by 8:00 AM EDT, Monday September 29, 2014 to determine whether a qualified source is more advantageous to the Government, a contract will be negotiated and awarded to RINA USA, Inc.
