Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is: W81XWH-14-T-0515 and is being issued under Request For Quote LW4223. This is a notice that this action is 100% set-aside for small business. The SIC Code is 3821; the North American Industry Classification System (NAICS) code is 333249 (size standard 500 employees). The following action is to be completed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Medical Examiners System (AFMES) for a Double Chamber Modified Vacuum Sealer, with the associated minimum essential characteristics (MECs) found in this solicitation and Request For Quote (RFQ) attachment. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as an RFQ and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2005-76, which is effective 25 July 2014. Unless otherwise specified, all Federal Acquisition Regulation (FAR) and other directive material contained in FAC 2005-76 is effective 25 July 2014, except for Item II [Item II-Small Business Protests and Appeals (FAR Case 2012-014)] which is effective 25 August 2014. DESCRIPTION: This requirement is for one Double Chamber Vacuum Sealer that will be modified in association with the minimum essential characteristics (MECs) found in this solicitation and Request For Quote (RFQ) attachment for use in AFMES. See below for a list of the Minimum Essential Characteristics for the required item. A separate MS Word document listing these MECs can be located by following the Additional Documentation link below. Quotations submitted shall provide a matrix that directly point back to all MEC's. Forms of documentation may include sales pamphlets, product specification sheets, product documents, user guides, catalogs, etc. Minimum Essential Characteristics (MECs) Double Chamber Vacuum Sealer The DoD DNA Registry's Repository operations uses a vacuum sealer to seal DNA specimen cards in poly-foil pouches. The current unit is past its life expectancy and has had several repairs and maintenance to date. A replacement machine is not available quote mark off-the-shelf quote mark and must be capable of reconfiguration so that it can vacuum seal the poly-foil pouches prior to long-term storage. These machines are designed for the restaurant industry and must be modified for the sealing. Key Features must have: Double chamber polished stainless steel construction Flat chamber with modifications (see below for MECs for modifications) Bladder activated sealing Vacuum assisted lid transfer Filler plates with components for DNA pouches Water proof LCD control panel Water-resistant electrical box Aluminum sealing bar System Components and Operations Specifications must have the following: Heavy duty design for sustained operations Vacuum pump 300 m3/h (12HP/10.0kw) Seal strength capability: 325 degrees F, 40 psi, 1 sec Cycle time: 10~30 sec (variable) High pressure seal Air assist top Sealing strip length no greater than 35 quote mark x 4 Chamber height approximate 10 quote mark Sealing bar distance no greater than 35 quote mark x 4 Approximate chamber size: 41 quote mark L x 41 quote mark W Lockdown casters UL approved Main Power Voltage: 230volts / 60 Hz / 3 phase / 30 amps Dimensions: Overall machine size must be no greater than 85 quote mark L x 52 quote mark W x 48 quote mark H Flat Chamber Modification MECs Sealer will be modified to seal a poly-foil pouch The chamber will seal a total 32 poly-foil pouches at one time Each pouch measures 4 inches wide and 6 inches long Sealing is performed on one end of the narrow pouch side Each pouch contains a bio-specimen card and 1/2 gram desiccant Pouch thickness for sealing is approximately 0.3 millimeters (End of MECs) These items are needed for AFMES at Dover Air Force Base, DE 19902. Delivery is FOB Destination no later than eight to ten weeks after date of contract. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. All quotes will be evaluated based on the documentation provided. Quotes will be evaluated on the basis of lowest price-technically acceptable (please see the full text of 52.212-2 in the attached documents to this RFQ under the Additional Documentation link below) and any resulting contract shall be issued as a Firm Fixed Price Award. The Government intends to award an order without discussions. Offerors should provide their best, complete proposal upon initial submission. Offerors must be registered and have current and valid SAM and ORCA records before an award can be made to them. The contractor who is chosen for the award shall keep their SAM and ORCA records current and not allow them to expire throughout the period of performance.
