- This special notice is issued in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Action. The U.S. Department of Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch is the contracting office for this requirement on behalf of the Bureau of Ocean Energy Management (BOEM). The purpose of this notice is to announce the intent to award a firm fixed price purchase order on a brand name basis to Quality Positioning Services, Inc. (dba: QPS Inc.) in accordance with FAR 13.106-1(b). The BOEM Office of Renewable Energy Programs has a requirement for three licenses to Fledermaus also known as FM Pro Software. Currently this is the only software available that can present all data collected for site characterization in a single view, create scale-able vertical curtains with seismic data, process backscatter data imagery and grain size interpretation from multiple multi-beam echo sound manufacturers. It allows the user to overlay imagery directly onto bathymetric or topographic data, process water column multi-beam echo sounder data, and create animations and movies with real in-situ data, geo-referenced images, and customized animations that can be turned off and on while flying through a region. In addition, Fledermaus or FM Pro is the only software currently available that can process, visualize, and map water column data in 3D space alongside other geophysical data sets. There are no other comparable software packages that can provide both processing capabilities and the ability to visualize data for the identification of hazards as well as stakeholders and scientific engagement. The developer of the software is QPS Inc. who is the sole provider and the only known source for the software. Only Fledermaus also known as FM Pro Software meets all of the requirements of the Government in the most effective and cost efficient manner. It is anticipated that a purchase order will be issued approximately September 19, 2014. The applicable NAICS Code is 511210 Software Publishers with a size standard of $35.5. This is not a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may respond and will be considered by the Bureau if received by the point of contact (POC) listed below by close of business on September 16, 2014, reference Solicitation M14PS00097. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
