- Qigong Proposal Questions: 1.How much time we will have to dedicate to the training indicated? Please provide estimated time and location of training for the following: a. CPRS - Documenting progress notes in patient files 2HOURS b.HIPPA Regulations 4 HOURS c.BLS - Basic Life Support - Is this just CPR /AED or is there more to it? 8 HOURS 2.Meeting Planner Software - Is this a software we will need to buy or is this something the VA will provide access to? ANSWER: THIS IS A VA SOFTWARE PROGRAM-NO PURCHASE REQUIRED. TIME: 15 HOURS 3.Hardware configuration guidelines and support - Are there minimum technical hardware requirements for a computer we will use to access these tools to perform under this contract? a.Will we have technical support from VA It staff to help with this process? ANSWER: YOU WILL GET A CITRIX REMOTE LOGIN ACCESS AND IT CAN WORK ON MAC OR PC, IT WILL HELP 4.Assuming we are awarded the contract, how much time will we be allowed to review and comment on the contract? ANSWER: ALL QUESTIONS PERTAINING TO THIS SOLICATATION MUST BE ASKED AND ANSWERED PRIOR TO A CONTRACT BEING SIGNED. 5. In our professional opinion are not in the best interest of program success - Can this be removed?: Blood pressure - After measuring each participant in 2013 we found the results to be inconclusive. Mainly because of underlying factors and extenuating circumstances. We would like to propose another form of stress measurement which we feel may give us improved results. Would we do that in a recommended addendum? ANSWER: WHILE THE CONTRACTED QIGONG TEACHERS' EXPERT OPINIONS WILL BE CONSIDERED, THE HOSPITAL ORGANIZATION RESERVES THE RIGHT TO DETERMINE THE MEASURES OF SUCCESS. IN OTHER WORDS, THE HOSPITAL ORGANIZATION WILL ULTIMATELY DECIDE WHAT MEASURES ARE IMPORTANT TO HOSPITAL SUCCESS AND VETERAN OR STAFF IMPORTANT OUTCOME MEASURES. 6.Based on 16 programs of experience, the level of reporting required by this contract will require more than a 7 day turnaround post program. We would like to have a minimum of 21 days post program to deliver results which gives us time to contact participants who did not complete the surveys in time. (This has been a consistent problem in data gathering) ANSWER: THE HOSPITAL WILL DETERMINE THE REPORT TURNAROUND TIME, AND AT THIS TIME, 7 DAYS IS REQUIRED. 7.This RFQ is focused on delivering a reportable improvement in Chronic Pain. Working with this population of people requires a significant amount of instructor sensitivity and patience during program delivery. We have very real concerns about being held to a minimum standard of movement (2/3rds & 75% are both stated in this RFQ), especially when working with this population. There is clear scientific evidence that connects mental and emotional stress with chronic pain which requires an introspective approach to pain management. This holistic approach is at the heart of all Complimentary and Alternative Medical practice and is deeply engrained in our Qigong program. Through the 16 programs delivered to date, we have demonstrated the ability to improve pain outcomes as long as instructors are given the flexibility of delivery to perform based on each participant's immediate training needs. We would prefer to be held to a standard which requires delivering the 34 training techniques we provide during the 24 week program with a document demonstrating delivery dates for each item. ANSWER: THE STANDARDS WILL REMAIN AS THEY ARE IN THE CONTRACT. THIS HAS BEEN DETERMINIED AS NON-NEGOTIABLE BY THE SENIOR EXECUTIVES. 8.Does RFQ item C.5 VAAR 852.237-7 apply to us in performance of this contract? ANWSER: YES, THIS CLAUSE APPLIES TO ALL POTENTIAL VENDORS
