Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The associated NAICS code is 334516 (Lab Equipmnet). This acquisition is for the following item: Research unit requires additional capacity and analytical flexibility in our High Pressure Liquid Chromatography (HPLC) capabilities. Specifically, needed is an additional HPLC system, detectors, and software upgrades that are modular, compact, and compatible with our laboratories' existing Shimadzu systems. The following are the minimum specifications for the system: 1. High speed, temperature controlled, low carryover autosampler for analytical HPLC that accommodates several vial sizes and formats and performs fast, accurate, and precise injection of volumes from 0.1-100 microliters. 2. Forced air column oven that accommodates full size columns (300 x 7.8 mm) and their corresponding guard columns and cartridges and can be programmed up to 85 °C. 3. Pulse-free solvent delivery system (pump) that is able to consistently deliver flow rates of 0.1 - 1 ml/min and is compatible with refractive index, ultraviolet, conductivity, and electrochemical detectors. 4. Reservoir tray with capacity for 5 - 1 L solvent bottles that includes bottles, caps and filter plug with stainless steel frit. 5. Dual wavelength UV-VIS detector with wavelength range of 190 - 700 nm that includes a temperature controlled flow cell that is linear to 2.5 AU. 6. High sensitivity fluorescence detector for ultra flow LC applications that has a minimum 100 Hz sampling rate fast response time of 10 ms or better. Flow cell should be temperature controlled with ability to cool below ambient temperature without condensation, and function at wavelengths of EX 200-750 and EM 200-750 with option for dual wavelength measurement. 7. Software for controlling the system with at least two detectors, including a Shimadzu RI detector that we have in house, capability for batch processing and export of data acquired with a sample sequence, and ability to insert samples that need to be run as a priority during an active acquisition. 8. Upgrade to an existing Shimadzu software that controls a UHPLC system to enable batch processing export of sample data. 9. Ability to monitor system through a web browser. 10. Installation and user training. 11. Minimum 1 year manufacturer's warranty. 12. MUST be able to be fully integrated with existing Shimadzu HPLC and UPLC hardware and software with no retraining required for technical staff. The Contractor shall provide all items F.O.B. destination. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping) and must also have satisfactory Past Performance. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.
