- Request for Information (RFI) 1. RFI Number: W81XWH-14-Computer Software 2. RFI Title: USAISR Biomedical Computer Software Development Support 3. Agency: United States Army Institute of Surgical Research (USAISR) 4. Office: Brooke Army Medical Center Burn Intenstive Care Unit (ICU) 5. Location: Fort Sam Houston, TX 6. Synopsis: In accordance with Federal Acquisition Regulation (FAR) 15.201 quote mark Exchange with industry before receipt of proposals quote mark and (FAR) 52.215-3, quote mark Request for information or Solicitation for Planning Purposes quote mark this RFI is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of USAISR. This RFI is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. 7. Background: The U.S. Army Institute of Surgical Research (USAISR) is part of the U.S. Army Medical Research and Materiel Command. The USAISR is dedicated to both laboratory and clinical trauma research. Its mission is to provide requirements-driven combat casualty care medical solutions and products for injured soldiers from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, bum, and critical care to Department of Defense beneficiaries around the world and civilians in our trauma region; and provide Burn Special Medical Augmentation Response Teams. 8. Objectives and Purposes: The Government is in search of a commerical computer software solutions for a clinical informatic communication workflow and process. The objective of this project is to develop a computer software application to test multiple hypotheses dealing with communications and workflow in the Brooke Army Medical Center Burn ICU. The software will require the following functionality to support this project; 8.1. Ability to interface to all data sources used during patient rounds in the morning. This includes the ability to interface to the Essentris/CHCS electronic medical record systems, all devices attached to the patient, all monitors used on the patient, imaging systems, and all laboratory values for the patient; 8.2. Ability to stream, store, manage, and synchronize data related to the patient to support hypothesis testing questions that principal investigator would like to ask; 8.3. Ability to display any data stream required by the principal investigator on the screen using multiple display modes (bar graphs, points, trends, charts); 8.4. Ability to change display configurations on in real time at the request of the principal investigator; 8.5. Ability to process all data streams and provide data mining capability of the data to look for patters that providers are interested in; 8.6. Ability to diagnose the status of the patient and provide the user with an analysis of the patient status and what phase of illness the patient is in; 9. Interested firms should identify the software by name and manufacturer should it have the ability to do the above. Vendors that believe they can offer a technically compliant product are invited to submit information concerning their product's capabilities. Detailed responses to each of the above requirements (with substantiating documentation) are required. The vendor response must provide detailed accounts of how each of the requirements is met. 10. Anticipated period of performance: To be determined. 11. Questions: All questions pertaining to the RFI are due by 1:00 pm (EST) 12 September 2014. Only one set of questions per vendor will be accepted via email. Telephone request will not be accepted. 12. Instructions to Responders: 12.1. The USAISR appreciates responses from all capable and qualified sources. 12.2. The subject header of the email for submission of questions and/or the RFI response shall be: USAISR Biomedical Computer Software Development Support 12.3. Interested firms should submit a 1-3 page whitepaper (with additional sheets for diagrams as necessary) describing current or planned development efforts. 12.3.1. White papers should adhere to the following formatting and outline instructions: 12.3.1.1. White paper shall not exceed 3 pages; additional sheets for tables, pictures, charts, and diagrams describing current or planned development efforts will not be counted toward page limitation. 12.3.1.2. Format specifications include 12 point font, single spaced, single sided, 8.5 by 11 inches paper with 1 inch margins. All submissions must be made electronically (as described below) and be in one of the following formats: Microsoft Word or Adobe PDF. a.
