- This Request for Information (RFI) is for market research purposes only to determine the availability of potential businesses with capabilities to provide the service described below. This is not a formal solicitation and no contract award will result from this RFI. All responses may be used to determine the appropriate acquisition strategy for a potential future acquisition. The C.W. Bill Young VA Medical Center has a need for "Safe Haven" as an alternative to shelter for homeless veterans. A Safe Haven is a form of supportive housing that serves hard to-reach homeless persons with severe mental illnesses and/or substance use disorders who are on the streets and have been unable or unwilling to participate in more traditional supportive services. 1.Offer 24-hour staffed transitional residence to include a semi private or private room with bath access, communal dining with three (3) meals per day and healthy snacks, and laundry facilities on site. 2.Offer a low-demand environment with a minimum set of rules designed to re-establish trust in the chronically homeless and engage the veteran in needed treatment services. These guidelines include: a.Acceptance of treatment shall not be a condition of admission or continued stay. b.Abstinence from alcohol or drugs shall not be a condition of treatment or continued stay. NAICS code is 624229 with a size standard of $15 million. Potential offerors are invited to provide feedback via e-mail no later than September 16, 2014 PM EST to Annette Whitfield at Annette.Whitfield@va.gov. All responses must include, at a minimum, the following information: a. Company's full name, address, telephone, and point of contact with email address. b. A statement indicating the offeror's interest in submitting a proposal. c. A statement indicating the offeror's ability to supply the service. d. Company size: small or large, HUBZone, 8(a), SDB, Woman-owned, Service disabled veteran-owned. Any other relevant information that my help improve service levels and taxpayer value The Capabilities Statement for the sources sought is not expected to be a Proposal or for Bid, nor does it restrict the Government to an ultimate acquisition approach, rather short statement regarding the company's ability to provide the above service. Submissions of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. This RFI is for information and planning purposes only and is neither to be construed as a commitment by the Government, nor will the Government pay for any information solicited. Respondents will not be notified of the results of the evaluation of this information. All interested contractors should notify this office via email by the response date/time listed in this notice.
