Description
The purpose of this amendment is to clarify how quotes will be evaluated. Quotes will evaluated based on how well the infomation provided addresses the areas listed under technical approach in the statement of work and how well the quote meets the requirements and goals of the statement of work. The Government will evaluate the quality of the offeror's past performance. The assessment of the offeror's past performance will be used to evaluate the relative capability of the offeror to successfully meet the requirements of the solicitation. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside the Government. Offerors lacking relevant past performance history will receive a neutral rating for past performance. However, the quote of an offeror with no relevant past performance history, while rated neutral in past performance, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful quote when compared to the quotes of other offerors. The offeror must provide the information requested in the statement of work or affirmatively state that it possesses no relevant directly related or similar past performance experience. The Government reserves the right not to evaluate or consider for award the entire proposal from an offeror which fails to provide the relevant Past Performance information for previous and current projects, or which fails to assert that it has no relevant directly related or similar past performance experience. The relataive importance of the factors is as follows: The technical approach is more important than past performance, past performance is more important than price. Technical capability, past performance, when combined, are significantly more important than price.
