Cancelled Notice of Intent. ***THIS COMBINED SYNOPSIS/SOLICITATION IS BEING POSTED DUE TO RESPONSES RECEIVED FROM THE NOTICE OF INTENT TO SOLE SOURCE FOR WALL MOUNTED FG1 CELLSENSE SEARCH SYSTEM, SOLICITATION NUMBER F3H1E34226A001, POSTED ON 5 September 2014. THIS NOTICE OF INTENT IS BEING CHANGED TO A COMPETATIVE SOLICITATION. RESPONSE DUE TIMES ARE THE SAME.*** COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quotation (RFQ) under FAR subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This combined synopsis/solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-76, dated 25 Aug 14. This requirement is set-aside 100% for Small Business. North American Industry Classification System Code (NAICS) is 334515 - Alternator and generator testers manufacturing, with a size standard of 500 employees. All qualified small businesses under this industry are encouraged to submit quotes. FUNDING: "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." DESCRIPTION OF REQUIREMENT: This is a Brand Name or Equal solicitation for FG1 CellSense Search System. The Government has a requirement for cell phone detectors with the following salient characteristics: - This device cannot emit RF or Bluetooth signals. - This device must detect cellphones that are off and with the batteries removed as well as cellphones hidden inside body cavities. - This device must detect contraband such as firearms, knives, radio receivers & transceivers. - This device must be a passive device so there are no health & safety concerns when scanning subjects & is harmless to pregnant women to prevent subject scanning objections on the grounds of medical/health concerns. - Device cannot have any effects on electronic devices such as pacemakers. - Device must be able to perform a full body scan with a single walk-by. - Device must posses a visual & audible alarm. - Device must have intuitive display with simple sensitivity controls for ease of use. FAR Clause 52.212-1 Instructions to Offerors-Commercial Items Addenda: No Addenda FAR Clause 52.212-2 Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement 2. Price Technical capability and price are equally important. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
