- This announcement is to conduct market research on industry's ability to provide a Communications System Block 10.2 Part Number # 3235540-101. The Government does not intend to award a contract based on this request for information (RFI). Any response will be treated as information only and not a proposal. Responses will be separated from, and have no bearing on, proposals submitted to any future formal RFP. Eligibility to participate in a future acquisition does not depend upon your response to this notice. The Naval Research Laboratory (NRL) does not intend to pay for the information solicited and will not reimburse any costs associated with responding to this RFI. There is no solicitation available at this time and funding has not been currently been allotted for this effort. The Government may use non-Government (contractor) support personnel as subject matter experts to help the project office review the responses, including review of any marked or unmarked proprietary information. The non-Government (contractor) support personnel have executed non-disclosure agreements with the Government. Those agreements are on file with the Government. If you respond to this RFI, it would constitute your acknowledgement and agreement that the information you provided, including any marked or unmarked proprietary Information, may be disclosed to these non-Government (contractor) support personnel. Objective The objective of this effort is to provide flexible, modular, scalable, and rapidly deployable systems with precise signal generation and robust transmission capabilities. Research is currently being performed that requires the use of existing Block 10 GCS. GCS is a ground-based satellite communications system that uses signals and data transmission between systems and subsystems. GCS Block 10.2 is also a family of systems with the systems architecture designed to provide core internal capabilities and host sophisticated "plug and play" modules to address emergent technologies and assets available. The system requirements must have the following salient features: •1. Must be able to be transported by C-130 or larger aircraft and by ground transport over improved and semi-improved roads. •2. Must consist of two 4.6M Multi-band transportable Antennas with custom simultaneous dual polarization capability •3. 4.6M Antennas contain a custom tracking system •4. Contains 1 - 2.4M Multi-Band Antenna •5. Contains 1 - Quad Helix Antenna •6. Multiple interchangeable High Power Amplifier assemblies •7. IA Certified to DCID 6/3 and JFAN 6/3 •8. IA compliant to PL1 Medium/Medium •9. TMCR-86-01N certified •10. ATSS Software version 2.8.0 •11. Harris Framework Studio 2.16.0 •12. Open messaging architecture using Google protocol buffers •13. Signal based and spectrum based topology with a drag and drop interface •14. System SW includes advanced BIT/BITE and a MSSQL database logging and report generating architecture •15. XML based interface to the NRL tasking interface Contractor Submission Instructions and Response Format The NRL asks that interested parties, at a minimum, supply the following information: The cover page must show: a) Company name and address b) Primary point of contact and one alternate to include; e-mail address and telephone number c) Commercial and Government Entity (CAGE) code d) Company NAICS Code(s) e) Small Business category and size standard, if applicable d) Suggested NAICS code for this effort At a minimum, capabilities statements should address the system requirements stated in the objective above. Questions must be submitted in electronic format and sent to the POCs within five (5) calendar days after the original posting of this RFI. The Government will try to answer as many questions as possible, but may defer some question. In all cases, the Government will provide answers publicly. The NRL will not acknowledge receipt of responses to this RFI. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response.
