Description
Per Federal Acquisition Regulations (FAR) Part 5.102: Availability of Solicitations, this combined synopsis/solicitation is ONLY a request for quote from IMS Government Solutions. This is a sole source requirement for Patient Satisfaction Survey support services for the Bureau of Medicine and Surgery to IMS Government Solutions. This is not a request for quote from any other contractor other than IMS. The Fleet Logistics Center Norfolk (FLCN) Contracting Department, Philadelphia Office, intends to procure Patient Satisfaction Survey support services. The Patient Satisfaction Surveys identify ways of improving health care which ultimately translates into better care and happier and healthier patients. The surveys give timely feedback to health care providers about outpatient interactions between themselves and their patients; uses statistical sampling to ensure statistical representativeness and validity of all patient responses across the year; provides baseline and comparison group measure; and comparable benchmark measures for civilian medical services. Tasks include collecting data, creating and maintaining a database of sample and response data, analyzing survey response rates, constructing and re-coding variables, preparing reports and technical documentation, posting the survey data and reports on the contractors interactive web-based database, maintaining IT systems for contract performance in an environment that is DIACAP approved, and conducting statistical analysis of results. FLCN ™s intent is to process this procurement on a sole source basis to IMS Government Solutions. FLCN ™s intent is to extend the period of performance on the current contract, N00189-13-C-Z028 while the competitive follow-on requirement is procured by the Defense Health Agency. The extension will begin on 29 September 2014 and will continue through 28 March 2015. There will be up to three one-month options included in this extension, extending services through 28 June 2015, if exercised. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), One source or limited sources, as implemented by FAR 6.302-1. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 541910.
