Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Illumina, Incorporated for Illumina Bead Chips designed to be used with the existing Illumina Instrument System that is located at the NHEERL Genomic Core Lab. This procurement is recommended to be processed without full and open competition for Illumina bead chips. The bead chips (TruSeq SBS Kit v3, TruSeq SR Cluster Kit v3-cBot ?HS, MiSeq Reagent Kit v3 and MouseWG-6 v2.0 Expression Beadchip kit) cannot be utilized with any other existing fluorescent scanner on the market today because of the unique chip design. These bead chips are sold only through Illumina. Future experiments at NHEERL will generate data to be compared with existing Illumina data sets at the US EPA. Consistency in platform comparison is critical to the genomic scientific mission at NHEERL. The research application of Illumina bead chips requires that the chips be scanned on the Illumina HiScan scanner. The image is displayed on a screen connected to the scanner and analog software generates a density number for each gene, to be used in the analysis. This resource of detailed analysis, provided by the Illumina Genome Studio which exists at the NHEERL, as w ell as technical support provided by the supplier, is deemed critical to establishing the use of technology in our laboratories and adapting the analysis protocols to specific research applications. Therefore, EPA believes Illumina, Inc. is the only vendor capable of providing the above referenced bead chips designed to be used with the existing Illumina Instrument System. The circumstance permitting is FAR 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements?. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice wi ll be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
