This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-76. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) solicitation number: FA4621-14-T-0021. The Government intends to award a Firm Fixed Price contract based on Lowest Price Technically Acceptable. The associated NAICS code for this acquisition is 238990 with a size standard of $15,000,000.00. The following is a description of the proposed contract line items (CLINs) as dictated in the attached request for quote: CLIN 0001: Remove and replace Fall Protective Impact Surfacing. The Contractor shall provide plant, labor, materials, supervision, transportation, and equipment and perform all necessary improvements, to remove and replace Fall Protective Impact Surfacing, and repair, replace, modify and/or remove existing playground equipment at the rear (Northeast side) of B-338, McConnell AFB, Kansas. All work shall be completed in accordance with the Statement of Work, dated 25 August 2014. CLIN 0002: Repair, replace, modify and/or remove existing playground equipment The Contractor shall furnish and install playground equipment that meets Consumer Product Safety Commission guidelines for acceptability for Public Playgrounds. Playground equipment shall include additional pieces to modify an existing composite structure for 2-5 year olds with multiple components. All work shall be completed In accordance with the Statement of Work, dated 25 August 2014. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. - Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Per AFFARS 5352.201-9101 OMBUDSMAN (APR 2014), the following applies: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
