- Wage Determination 05-2115 Statement of Work (SOW) RFQ HSFLGL-15-Q-00019 This is a combined synopsis/ solicitation for commercial services prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation HSFLGL-15-Q- 00019 is issued as Request for Quotes (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 423930 and small business size standard is 100 employees. This requirement is being issued as a 100% Total Small Business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. DESCRIPTION The FLETC, Driver Marine Division (DMD) has a requirement for Rental of RAM Target Vehicles to be utilized in training scenarios at the DHS, Federal Law Enforcement Training Center (FLETC) located in Glynco, GA. The vehicles are to remain the property of the contractor who shall be responsible for delivery and disposal after use. Ram Target Vehicle Definition: Junk Vehicles that may or may not be operational which are used to set up a simulated vehicle ambush blockade (roadblock) that are rammed by students driving other vehicles during the training exercise. PERIOD OF PERFORMANCE: Base Year and (1) Option Year CLIN 0001 Base Year - 10/01/2014 to 09/30/2015 Rental of RAM Target Vehicles in accordance with Statement of Work NTE CLIN - Minimum of 12 and Maximum Not Exceed 110 CLIN 1001 1St Option Year - 10/01/2015 to 09/30/2016 Rental of RAM Target Vehicles in accordance with Statement of Work NTE CLIN - Minimum of 12 and Maximum Not Exceed 110 See attachment RFQ for full details and requirements with all applicable provisions and clauses. Questions will be accepted via email only no later than September 10, 2014, 3:00 PM EST. Quotes shall be submitted in electronic format via email to Gretchen.Lovell@fletc.dhs.gov. All quotes are DUE by September 12, 2014, 11:00 AM (EST). To receive an award resulting from this solicitation, offerors MUST be registered in the SAM.gov database. This procurement is subject to FAR 52.232-18 Availability Of Funds (APR 1984). Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
