- The Peace Corps intends to award a firm fixed-price contract on a sole source basis to Xamarin, Inc., 430 Pacific Avenue, San Francisco, CA 94133 in accordance with FAR 13.106-1(b)(1) to procure Xamarin's MSDN Enterprise Developer license subscription package and 5 Xamarin University training licenses. The period of performance of the contemplated contract will be one 12 month base period, with four additional 12 month option periods. The OCIO is currently piloting smart phones in its current environment. As such, OCIO needs to develop applications for both platforms, which requires a unique tool. At the Peace Corps, staff has expertise with C#, which is native only to Microsoft Windows phones. This has recently changed when Xamarin introduced the ability to develop for Android, iOS and Windows operating systems using one language: C#. Using Xamarin, the Peace Corps will be able to: •Write apps entirely in C# with access to 100% of each platform's APIs •Deliver a device specific user interface while sharing an average of 75% app logic code across device platforms •Compile apps natively, which provides for faster app performance Due to the fact that C# is the development language used at the Peace Corps, Xamarin is the only product that will meet the Agency's need. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 10 days after publication of this notice (19 September 2014) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable vendor is Xamarin, Inc.
