Description
The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition to configure the Kansas City VA Medical Center (VAMC) Data Innovations Instrument Manager System to introduce Decision Support algorithms (rule sets) to provide auto-verification within its Clinical Chemistry department.. The TAC intends to award a sole source, firm-fixed price (FFP) contract to Data Innovations, LLC, 120 Kimball Avenue Suite 100, South Burlington Vermont 05403-6837 shall design and implement chemistry rule sets and introduce these rule sets into the production Data Innovations Instrument Manager system currently in use at Kansas City VAMC. Data Innovations shall also introduce additional software solutions to make the auto-verification project as robust as possible. Consultation will also be acquired for BioRad Unity Real-Time QC, Moving Averages, eCAP Solutions, Manual Result Entry and Lab Intelligence Reports Manager software logic for three middleware systems (Production, Shadow and Test). Data Innovations will also provide license and maintenance support necessary to implement auto-verification at the Kansas City VAMC using Data Innovations middleware. The required modules include license and support for Thin Client remote access for technologists workstations, Quality Control BioRad Unity license, Moving Averages license, Lab Intelligence reports manager license, eCAP Solutions license, Manual Result Entry license and a "Light Pole" connection. The light pole serves as a visual signal for system alerts. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The primary North American Industry Classification System (NAICS) is 541511 size standard of $25M. This notification shall close on September 12, 2014.
