Description
The U.S. Department of Commerce (DOC), Office of the Secretary (OS), Office of Acquisition Management (OAM), Commerce Acquisition Solutions (CAS) intends to negotiate a non-competitive contract with Micropact, Inc. This acquisition is being conducted under the authority of 41 U.S.C. 253(c)(1) under provisions of the statutory authority of the FAR Subpart 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source acquisition by DOC is for follow-on software maintenance services for 25 concurrent user-licenses of Micropact, Inc. "iComplaints" case management platform that DOC, Office of Civil Rights (OCR) uses to create, track, maintain and manage Equal Employment Opportunities (EEO) cases. Micropact, Inc. is the sole manufacturer of the "iComplaints" software and its associated modules. The "iComplaints" management system has been used by DOC/OCR since 2009, and it has been configured to meet DOC/OCR's EEO complaint tracking and reporting process. This award will enable Micropact, Inc. to continue to provide successful software maintenance support, upgrades, and hosting services. In addition, DOC/OCR intends to acquire a system-specific add-in to improve the accuracy of reports related to the Notification and Federal Employees Antidiscrimination and Retaliation (No FEAR) Act. DOC intents on issuing a firm fixed price type contract. The period of performance will be a 12 month base period and four follow-on 12 month option periods. It is anticipated that the award will be made on September 18, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 541512: Computer Systems Design Services. This sole source acquisition meets the conditions of FAR 6.302-1 (ii) and is not a request for competitive quotes; however, all interested parties who believe they can meet this requirement can submit related documentation. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Government. If no written responses are received by September 15th, 2014 at 11:00 A.M., Eastern Standard Time (EST) after the publication of this special notice, the contract will be awarded without further notice. When responding please include a detailed description of your product, outlining maximum and minimum capabilities.
