- JA14-102 In FY 2004, USACE, Engineering Research and Development Center (ERDC) contracted with Northwest Research Associates, Inc. (NWRA) at the request of CENWP to install a video-based remote sensing metric system within the North Head Lighthouse at the MCR. The 8-camera system is an Argus Beach Monitoring System (ABMS) and was installed in February 2004. In FY 2005, CENWP issued a purchase order to NWRA, under a General Services Administration indefinite delivery contract, to continue operation of the ABMS at North Head through FY 2009. Another contract was issued to NWRA to continue operation of the ABMS at North Head from FY 2010 to FY 2013. This SOW outlines the tasks to be performed.The present ABMS at North Head lighthouse is a video-based remote sensing metric system which can be used to monitor the evolution of submerged and emergent morphology on a 2-mile long open-coast beach and encompass a 3 mile offshore extent to monitor breaking wave action. The ABMS is to provide a cost-effective method for continually monitoring and surveying shoreline change with high spatial and temporal resolution and to quantify shoreline position and intertidal volumetric change with a high degree of accuracy that is on par with RTK GPS. The ABMS is to also provide surveillance of the MCR North Jetty and wave conditions within and adjacent to the Shallow Water Site at MCR; at a distance of 3 miles down range from the North Head lighthouse. The system must be robust, reliable and able to survive the harm environment and provide images during storm events. In the event that the system is compromised, the Contractor is required to re-activate the system within 1-3 days if caused by ARGUS system failure and not due to lighthouse structure or power failure. The Contractor must have the capability to provide active maintenance of the system on location. less than br greater than less than br greater than Within the scope of this contract, the Contractor shall maintain the North Head ABMS to monitor the evolution of submerged and emergent morphology on the open-coast beach north of the MCR. This Contractor shall explore opportunities to improve the performance of the present North Head ABMS in terms of data resolution/accuracy/precision, continuity of function, and robustness of data telemetry, within budgetary constraints of the project. Performance is indicated by system reliability, imagery coverage/clarity, realized data accuracy, and derivative analysis for the ABMS dataset. The ABMS shall be operated and maintained in a cost-effective manner. The accuracy and precision of the archived ABMS imagery shall be sufficient for the purpose of calculating shoreline position and sediment volume change in the intertidal zone, from the North Jetty to within 800 feet of North Head. The ABMS shall be operated and maintained such that it performs safely and reliably in the harsh environment and provide real-time web-based images during storm events. The Contractor shall take action needed to reduce the risk of ABMS service interruptions (including degradation of video image quality) due to the humid operating environment within the North Head lighthouse.
