Description
Mission and Installation Contracting Command, Installation Contracting Office, Fort Gordon, GA intends to negotiate/award a sole-source contract with BAE Systems. SOCET GXP, by BAE Systems, is a geospatial-intelligence (GEOINT) tool that uses imagery from commercial, satellite, and tactical means to identify and analyze ground features. SOCET GXP will automatically measure and store properties such as scale, elevation, latitude, and longitude in a series of images to expedite geospatial production, image analysis, and map creation. The data then can be used to perform before-and-after site comparisons, coordinate operational missions, assess navigation safety, and monitor changes over time. The s13th Military Intelligence Brigade Integrated GEOINT Division's analysts use this platform to perform real-time analysis on collected information, which in return is used by the forward deployed troops in support of GWOT. This software is essential to the Integrated GEOINT Division's mission. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. If no affirmative written responses are received by 15 September 2014, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses may be submitted to thomas.l.patterson2.mil@mail.mil.
