- The U.S. Fish and Wildlife Service has a requirement for construction of an ungulate-proof fence to be constructed in the Oahu Forest National Wildlife Refuge (OFNWR), located on the Island of Oahu in the Koolau Mountains. Summary of Work: The proposed OFNWR fence is approximately 7400 linear feet and range from an elevation of 2000-2500 feet. The fenceline has been scoped and flagged. The fencing corridor will be cleared as necessary by the contractor to no more than six feet wide; all sensitive plants have been flagged and will be left standing unharmed. The construction crew must remain within the corridor cleared for construction. During construction, minor changes to the route can be considered particularly at points where the fence ties in with physical rock barriers but these changes must be confirmed with the project leader beforehand. The route proposed transverses a diversity of terrain types. This project will utilize vertical cliffs in some small sections (less than a 100 meters total) to serve as natural barriers to pigs. The eastern portion of the fence follows the Koolau Summit for approx. 700 m. The north and south portion of the fences follow ridge lines which traverse about 500 meters ending at natural barriers and streams. The western most portion of the fence traverses 700 meters in and out of 2 gulches both of which will have natural barriers and waterfalls onto which the fence will tie into. There are some small sections with steep walls that could be used as a barrier as well. Fencing material will be provided and will be staged at the primary landing zone. The method of measurement for determining fence length was a walking wheel. The contractor is required to make any adjustments in lengths based upon experience in adjusting for existing conditions such as ground slope and terrain. The following is a brief synopsis of fence product supplies provided by the Government: Government fencing materials to be supplied are estimated at; Livestock Panels -560 Hog wire Skirting - 3 rolls T-posts -1680 Smooth wire -6 rolls, Hog rings -2 cases, Dead-men anchors - 225 7', 1 7/8" OD steel pipe for river crossing - 2 Steel cable for river crossing. Bags of cement -10 Magnitude of project is between $100,000.00 and $250,000.00. Proposals that do not include a twenty (20) percent bid bond of the total price quoted with their proposal submission will be considered nonresponsive. The successful awardee will be asked to provide a 100 percent payment and performance bond within 15 days of award. Project is a small business set-aside. Applicable NAICS code is 238990. Small business size is defined as $14 million or less annually when averaged over a three year period. Date for a helicopter site visit has now been set for Tuesday, July 22, 2014. Firms interested in attending the site visit shall provide advance notice to Jason Hanley at 808-271-2743 or Jason_Hanley@fws.gov to schedule the exact time of a flight. Receipt of questions from the site visit shall be directed to Karl_Lautzenheiser@fws.gov by no later than close of business on Thursday, July 24, 2014. Those questions will be consolidated and answers provided by issuance of an amendment the following week. Evaluation Factors for Award Source selection process will be "Lowest-Priced, Technically-Acceptable." Lowest priced proposal will be based upon the combined total cost for all bid items. If available funding at time of receipt of proposals is not sufficient to award all 7,400 linear feet of fencing specified in the Scope of Work, the Service will make a determination on whether an award can still be considered and if so, the basis for lowest priced proposal will be made to the contractor that can accomplish the greatest number of linear feet of fencing given available monies at time of award and remaining unfunded linear footage will be included as an additive bid item (should funding come up in the immediate future whereas remaining linear feet of fencing to be accomplished could be potentially be negotiated and included by modification thereafter). If the lowest priced proposal is technically acceptable, award will be made and no other proposals evaluated. If the lowest priced proposal is not technically acceptable, the Service will evaluate the next lowest priced proposal and so on until a proposal is identified to be technically acceptable. In determining whether a proposal is technically acceptable, the Service will be asking for a technical proposal (not-to-exceed five pages) that specifies at least one (1) project in the last three (3) years showing similar capability/experience in performing elements of work as described in the attached statement of work including 1) experience with installing fence in wet, steep, remote tropical forest; 2) familiarity with constructing fence designed to prevent ungulate control; and 3) familiarity with Hawaiian flora. Additionally (in determining a proposal to be technically acceptable), a minimum of two (2) past performance rating questionnaires (refer to past performance rating questionnaire attachment to solicitation) shall be submitted directly from clients to the Contracting Officer (does not count toward the 5 page limit for the technical proposal submission) for past projects over the last five years that are similar in nature. Only past performance rating questionnaires received directly from clients of an offeror prior to the date/time of receipt for proposals will be considered and to be considered technical acceptable and the total rating for each past performance rating questionnaire received must the average at least 3 (good) or higher. If available, existing information from the Past Performance Information Retrieval System (PPIRS) may also be used to supplement the evaluation of past performance and overall ratings from any PPIR rating on file must be satisfactory or higher to be considered technical acceptable. Solicitation Number F14PS00345 and attachments was posted to FedBizOpps on April 7, 2014 and proposals are now currently due on Tuesday, August 12, 2014 at 3PM PDT. No further notice will be posted on Fedbizopps.
