- PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of the Division of Intramural Research (DIR) intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to Visual Sonics, Inc., 3080 Yonge Street, Suite 6100, Toronto, Canada M4N3N1 for vevo vasc advanced software. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 500 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-71. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT Background The NHLBI Murine Phenotyping Core provides long term ultrasound testing services on mouse models of human disease to investigators NIH wide using the Vevo 2100 Ultrasound system purchased in 2009 from Visual Sonics. Purpose and Objectives NHLBI requires the ECG Triggered-Respiration Gated Analysis and Vevo Vasc advanced software available only from Visual Sonics to use in conjunction with the Vevo2100 Ultrasound system to further characterize mouse models of human disease for new and ongoing animal studies. Contractor Requirements In order to facilitate the Murine Phenotyping Core in its efforts to further characterize mouse models of human disease using its existing Vevo 2100 Ultrasound System, Visual Sonics will provide the following deliverables to the Murine Phenotyping Core: • Vevo Vasc advanced software • 2 days of on-site training for Murine Phenotyping Core staff Period of Performance One Year from date of Notice to Proceed CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the Sole/Single Source Justification below. Only Visual Sonics sells the ECG Triggered-Respiration Gated Analysis and Vevo Vasc advanced software that can be used in conjunction with the Vevo 2100 Ultrasound machine purchased from Visual Sonics. Dr. Springer of the NHLBI Murine Phenotyping Core has used the Vevo 2100 Ultrasound over consecutive years to image genetically engineered mouse models of human disease over prolonged periods of time. The small size of the murine heart and the fast heart rate make ultrasound imaging by onventional machines a challenge due to problems with temporal and spatial resolution. Visualization and data acquisition in the mouse has been improved by using sophisticated high frequency transducers. The Vevo2100 High Resolution In Vivo Imaging System by Visual Sonics has been designed specifically for murine imaging and includes specialized advanced cardiovascular imaging capabilities allowing for sophisticated quantification and measurements when scanning the murine heart. It employs a high frame rate scanhead with frame rates of up to 1000 frame/second, broadband frequency up to 56MHz (solid state array transducers),color and power doppler for blood flow quantification in a system designed for rodent imaging. The system is thus specifically designed for real time rodent cardiac imaging. In fact, the Vevo 2100 is the only commercially available ultrasound based micro imaging system specifically for murine cardiovascular research applications and the vendor hold multiple patents for the high frequency transducers. Furthermore, this system has the most sophisticated data analysis software capabilities for murine cardiovascular research applications than any system on the market, including the ECG Triggered-Respiration Gated Analysis-Provides physiologically timed LV-analysis supporting: single frame gating at systole and/or diastole in all 2D modes- Cineloop aquisition for a user defined # of cardiac cycles and Vevo Vasc- Advanced software analysis of vascular strain and stiffness in small animalsautomated vessel wall tracking- measurement of intima-media thickness (IMT)-Calculation of pulse propagation velocity when used in conjunction with EKV software (50226)-Images & data exported as tiff,avi, & CSV- Requires VEVO Lab workstation software (VS-20034). This specific software analysis capability is required to further examine vessel and cardiac functioning in specific mouse models for our scientists. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by 4:00 PM EASTERN TIME September 17, 2014 and must reference number NHLBI-CSB-HL-2014-261-KBM.
