Description
Notice of Intent to noncompetitively modify contract to add additional training and extend contract six months Procurement Office: M/OAA/SIDP/A Response Date: September 18, 2014 by 11.00 am ET The U.S. Agency for International Development (USAID) Office of Acquisition and Assistance/Special Initiatives & Development Partners Division (OAA/SIDP) intends to non-competitively modify the existing contract with Beyond Optimal Strategies Solutions in order to increase the number of classes and total estimated cost, and to extend the period of performance. The modification will extend the period of performance six months and add additional overseas training courses; the estimated cost of this extension is less than $150,000. The Contracting Officer, under the authority of FAR 13.106-1(b), has determined that the circumstances of the contracting action deems only one source reasonable available. The Contractor will continue its current training of USAID mission officials overseas for the Office of Small and Disadvantaged Businesses (OSDBU) in order to expand the agency's small business partnership base, and educate staff on the small business program objectives under the Local Solutions initiative and the newly created small business indicator. The increased number of classes is due to OSDBU's need to continue to reach out to additional overseas missions during the next year. The current contractor will be able to provide the required additional classes with no disruption to OSDBU and already possesses a deep familiarity with the training material and the requirements of the training sessions. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that the current contractor is the only source for the aforementioned services that meets the Government's requirements and provides the best value. Notwithstanding, any firm that believes it is capable of meeting USAID's requirement as stated herein, may submit its capability by or before 11.00 am ET on September 18 2014, which may be considered by the Government. A determination not to compete the additional training courses based upon the responses to this notice is solely within the discretion of the Government.
