- The Department is considering a number changes in vendor compensation under this procurement focused on improving the quality of service borrowers receive. Changes under consideration include: 1) Compensating collection agency contractors based on a fixed amount per rehabilitation. 2) Reducing the amount vendors are paid for each dollar collected. 3) Incentives for collection agencies to rehabilitate loans based on unique borrower financial circumstances. The purpose of this update is to amend the list of those Offerors advancing to Phase 2. The estimated posting date for Question & Answer responses is July 3, 2014. The purpose of Amendment 0008 is to issue Phase II Request for Proposal (RFP) for solicitation ED-FSA-13-R-0010. Only those Offerors selected in Phase I are permitted to submit an offer in Phase II. The purpose of Amendment 0007 is to suspend the due date for proposals for Phase II until further notice. The purpose of Amendment 0006 is to issue Phase 2 Request for Proposals (RFP) for Solicitation ED-FSA-13-R-0010. Only those Offerors selected in Phase I are permitted to submit an offer in Phase II. Amendment 0005 The purpose of this Amendment is to: 1. Replace 'Revised Attachment 4' with 'Revised Attachment 4 (2)' to extend the due date of the Past Performance Questionnaire from 5:00pm EST, August 13, 2013, to 5:00pm EST, August 20, 2013. • Offerors who have submitted 'Attachment 4' or ‘Revised Attachment 4' provided in the original solicitation and Amendment 0002, are not required to resubmit 'Revised Attachment 4 (2)' to the Point of Contact (POC) for the Client, as only the due date has been updated Amendment 0004 The purpose of this amendment is as follows: 1. Amendment 0003 The purpose of this Amendment is to extend the Offeror's due date from 5:00pm EST, August 13, 2013 to 5:00pm EST, August 20, 2013. Amendment 0002 The purpose of this Amendment is as follows: 1. Replace 'Attachment 4' with 'Revised Attachment 4' to extend the due date of the Past Performance Questionnaire from 5:00pm EST, July 30, 2013, to 5:00pm EST, August 13, 2013. •Offerors who have submitted 'Attachment 4' provided in the original solicitation are not required to resubmit 'Revised Attachment 4' to the Point of Contact (POC) for the Client, as only the due date has been updated. 2. Provide clarification of the following sections of the solicitation: •Section A.1., Corporate Capacity- Offerors who have submitted and received signed copies of the Corporate Capacity Table provided in the original solicitation are not required to resubmit the updated Corporate Capacity Table if the twenty-four month timeframe from January 1, 2011 through December 31, 2012 is provided. Amendment 0001 The purpose of this Amendment is as follows: 1.
