Description
The Armament Directorate's Miniature Munitions Division, Small Diameter Bomb II (SDB II) Program Office (EBMK) at Eglin AFB, FL 32542 intends to award a sole source contract to Aeronix, Inc, 1775 W. Hibiscus Blvd, Ste 200, Melbourne, FL 32901 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). Posting of this Special Notice is in accordance with FAR 5.102(a)(6). The intended award will follow policies and procedures set forth in FAR Part 12 Acquisition of Commercial Items and FAR Part 13Simplified Acquisition Procedures. The SDB II Program Office has an immediate purchase requirement for Aeronix to develop the schema for a Platform Characterization Database (PCDB) which contains the radio timing characteristics as well as CNR function capabilities. The CNIP application requires this data to create a CNR network that enables interoperability between CNR platforms. The PCDB contains performance information related to a specific platform such as F-16, A-10, B-52, SDB II or Battlefield Air Operations (BAO) Kit, as well as their integrated or interfaced CNR modem and VHF/UHF radio subsystems. The critical data primarily comes from characterizing the modem with its respective radio to determine timing values at the millisecond level of fidelity. Other parameters come from the implemented capabilities of the CNR host system to be able to exercise the various modes of operation on CNR networks. A goal is to deploy the PCDB at a central service location, where it can be administrated and maintained. Maintenance will ensure current and accurate information is available for routine dissemination to supported units as needed for tactical operations. Also, collateral Service and Coalition forces will likely have platform record data that will need to be included to ensure supported units have the information necessary to plan and fight in Joint and Combined operations. The PCDB administration and maintenance functions to be developed include the ability to retrieve, update, publish, and administer the data records by an authorized management and user community. The SDB II Program Office has an immediate purchase requirement for Aeronix to characterize the performance of the weapon's UHF radio and precisely and completely capture the data in such a format (i.e., 100% compatible with PCDB schema) that enables population of the PCDB with SDB II-specific data. The SDB II Operations Integrated Product Team (IPT) has surveyed industry and determined that Aeronix fills a niche specific to the characterization of UHF radios, measurement and documentation of performance data, and employment of UHF CNR data link terminals. CLIN 0001 Engineering expertise to characterize the SDB II UHF radio in a laboratory environment. Software engineering Subject Matter Expert (SME) to establish a CNR Platform Characterized Data Base (PCDB) Schema and Maintenance Software for the Small Diameter Bomb II. This is not a request for competitive quotations. However, all interested parties who believe they can meet the requirement are invited to submit, in writing, complete information describing their ability to provide the products listed above. The deadline for submittals is 26 September 2014 at 4 pm Central Standard Time via email to joann.darlington@us.af.mil or laurie.Harvey@us.af.mil. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
