(6) Contracting Office Address.. National Transportation Safety Board (NTSB) Office of Administration, Acquisition & Lease Management Division, AD-20, 490 L'Enfant Plaza, SW Washington, DC 20594 (7) Subject: Free Standing Bridge Crane and Hoist System (8) Proposed Solicitation Number. NTSB-PUR-14-0342 04 (9) Closing Response Date. Monday, 15 September 2014 at 9:00AM EST (DST). (10) Contact Point or Contracting Officer. Ms. Kathleen A. Kern; Mr. Bryan Moy (11) Place of Contract Performance. National Transportation Safety Board (NTSB) 490 L'Enfant Plaza, SW Washington, DC 20594 (12) Set-aside Status: 100% small business set aside. (i) The purpose of this post closing amendment 04 to Solicitation NTSB-PUR-14-0342 is to: 1. Answer questions put forward by interested parties. 2. Include two (2) drawings/floor plan of the basement area. 3. Extend the due date for receipt of proposals to Monday, 15 September 2014 at 9:00AM EST(DST). Question 1: Please see attached specified Gorbel Free standing Bridge Crane GLCS-FS-NT-2000/4000-21-42 general arrangement drawing with an overall height of 10'4" (124") per specification, which provides a 7' 7-7/8" trolley saddle. The specified Harrington Hoist NER010SD-9 takes up 16.9" (1' 4-7/8") of headroom which will only provide about 6' 3" of hook height (lift) and the specification (below) requires 92" (7' 8"). Is 6' 3" (75") of lift acceptable? Answer 1: The lift height must be close to specification; a few inches of headroom loss is acceptable but the loss of 17 inches is not acceptable. Question 2: Is there no way for a site visit to see exactly where the work will take place Answer 2: A site visit is not possible due to scheduling but copies of the drawings for the basement space are provided in this amendment as attachment (1) and (2),to include the HVAC layout sketch. Question 3: In the lab where the crane will be installed, how high is the ceiling? I know we determined the lowest overhead obstacle was 124" but is that due to a light hanging down or is that the total height of the ceiling? Just trying to figure out overhead clearance for installation purposes. Answer 3: The ceiling is about 3 or 4 inches higher than the specified max height. Question 4: At the loading dock door, how high is the ceiling above the loading dock door? I would have to unload my test weights from a trailer outside through the loading dock door. Just want to know if I use a forklift will I have overhead clearance to raise the mast on the forklift, unless there is a way to get your forklift outside to unload and lift my weights up into building. Answer 4: NTSB has a fork truck that fits in the hallways in the basement. NTSB can provide a fork truck driver to unload the test weights. NTSB can get the fork truck outside onto ground level if that is needed as well. (iii) The date, time and place offers are due: Monday, 15 September 2014 at 9:00AM EST (DST). (iv) The individuals to contact for information regarding the solicitation: Ms. Kathleen A. Kern, kathleen.kern@ntsb.gov, 1-202-314-6104; Mr. Bryan Moy, bryan.moy@ntsb.gov, 202-314-6282. (v) Questions with regard to this solicitation shall be submitted on or before Wednesday, 10 September 2014 1:00PM EST (DST). (vi) Any amendment(s) to this solicitation will be issued in the same manner as the initial synopsis and solicitation.
