Description
Sole Source Justification <OFFADD>USDA, ARS, ERRC; Administrative Office; 600 East Mermaid Lane; Wyndmoor, PA 19038 «SUBJECT>66-PULSED LIGHT STERI PULSE SYSTEM <SOLNBR>AG-3JL0-S-14-0018 <RESPDATE>09-16-14 <CONTACT>Point of Contact, Regina Dennis, Purchasing Agent, (215)233-6553, fax (215)233-6485 The USDA, Agricultural Research Service (ARS), Residue Chemistry and Predictive Microbiology Research Unit (RCPM) in Wyndmoor, PA, intends to award a firm fixed price purchase order to Xenon Corporation, 137 Upton Drive, Wilmington, MA 01187, on a sole source basis, to furnish and deliver (FOB) Destination a Pulsed Light Steri Pulse System (Model #RS3000C-4) consisting of: Steri-Chamber, Power Supply Controller, Lamp Housing, Type C, flashlamp, 16", Blower Kit, Comm Cables, UV Safety Glasses, Lt Mark to the Eastern Regional Research Center. This will be a firm fixed price contract. Anticipated date of award is September 19, 2014. Xenon RS3000C-4 pulse Light System: This is a bench top system that is provided with a chamber that shields UV from the workplace and allows digitally controlled static pulses (505 joules per pulse) over a 1" x16" area.The lamp housing can be removed from the chamber and be placed on line for dynamic testing. The system is flexible and scalable with the unique ability of being able to use two lamp housings from the same power supply. The systems have numerous advantages over Continuous UV system. Sterilization of food borne pathogens by Pulsed UV Light is very intense and provides massive germicidal damage, and unlike continuous UV light, the DNA recovery is no longer feasible in pulse UV processing. Pulsed UV light Sterilization is effective both for UV- and thermal resistant micro-organisms; it can cause full sterilization (~ 6 logs reduction of colony forming unit); it causes no heat or structural damage to a product; it is approved by FDA and requires no labeling. A determination by the Government not to compete this requirement is solely at the discretion of the Government in accordance with FAR 13.106-1(b). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (current as of FAC 2005-76). This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. The NAICS is 334516. The Solicitation number is AG-3JL0-S-14-0018 and is issued as a Request For Quotation (RFQ). This is not a request for proposal. NO SOLICITATION IS AVAILABLE.
