Solicitation attachments will also be posted on this site. ---- Original ---- The United States Environmental Protection Agency (US EPA), Region 5, in Chicago, IL in support of the Great Lakes National Program Office (GLNPO) is issuing this Presolicitation Notice per Federal Acquisition Regulation (FAR) Subpart 5.204. US EPA expects to post a full and open solicitation for environmental dredging in Great Lakes rivers and harbors and dredged material handling of sediments in August 2014. US EPA anticipates five-year Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) type contracts with Firm Fixed Price task orders. The estimated value per IDIQ contract is $300 million. The NAICS code associated with this Presolicitation Notice is 562910; the solicitation will not be set aside for small businesses, however, small businesses are encouraged to participate. GLNPO executes a budget of approximately $50 million per year to facilitate sediment remediation projects varied in scope between 10,000 cubic yards (CY) and 500,000 CY of contaminated sediment per project. Approximately three to five projects are anticipated per year, depending on their size. The expected solicitation will be issued using the procedures of FAR Subpart 15. In response to the expected solicitation an offeror must demonstrate the ability to perform under a large dollar IDIQ contract in addition to the West Branch Grand Calumet River Remedial Action. Attached to this notice is a preliminary design for the West Branch Grand Calumet River Remedial Action; the magnitude of this project is expected to exceed $10 million. US EPA expects to include the final design for this project with the solicitation. US EPA is releasing the preliminary design with the Presolicitation Notice to provide interested parties with as much time and information as possible to review the design in preparation for a proposal. It is possible that a prefinal design will be posted as an amendment to this Presolicitation Notice prior to solicitation release, but not guaranteed. The West Branch Grand Calumet River Remedial Action preliminary design can be accessed electronically using US EPA's acquisition portal, FedConnect; hard copies of the design will not be made available. This is a Presolitiation Notice. Questions will not be answered at this time. Questions will be accepted and a site visit for the West Branch Calumet River Remedial Action scheduled if a solicitation is released. Reimbursement for proposals or the site visit will not be provided at any phase. No responses are requested under this notice and no submissions will be considered at this time. Notices regarding this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal.
