Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Command's (ARDEC) Benet Laboratories (BL) intends to award a sole source contract to High Energy Metals, Inc. located at 293 Business Park Loop in Sequim, Washington 98382-9423. The NAICS Code for this acquisition is 332812 and the small business size standard is 500 Employees. The government requires explosive bonding of tantalum-tungsten alloy liners in 25mm gun barrel forgings. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services to perform the services as defined in the performance work statement (PWS) except for those items specified as government furnished property and services. The objective is for the contractor to explosively bond 90% tantalum, 10% tungsten by weight (Ta-10W) alloy liners to the inner surfaces of two contractor-furnished and three government-furnished 25mm gun barrel forgings as specified in the requirements within the PWS. AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(a) (2) (iii), citing duplication costs to the government in fulfilling the agency's requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The Government reserves the right to award without discussions. The closing date for this synopsis is 23 September 2014 16:00 Eastern Standard Time. APPLICABILITY OF AUTHORITY: Request to award this requirement to High Energy Metals Inc. because HEMI is the only known supplier that has the demonstrated capability of explosively bonding Ta-10W alloy cylindrical liners into gun steel cylinders with an inner diameter of approximately one inch (25mm) and wall thickness of approximately 1.5 inch. HEMI does this with an quote mark inside-out quote mark method, meaning the explosive is placed inside the liner cylinder and expands the liner outward toward the steel cylinder. HEMI holds the patent for this inside-out method (US 7,530,485 B1, dated May 12, 2009). The contract will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text.
