Description
All quotes and revisions shall be submitted to Vinay Kaul via email at vinay.kaul@ars.usda.gov. Quotes and all revisions are due no later than September 22, 2014, 2:00 PM Pacific Standard Time. Firms interested to submit a quotation shall ensure the RFQ number is visible in the subject line of the email. Faxed quotes shall not be accepted. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. The associated NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). The government anticipates a Firm Fixed price contract for a brand name or equal for a Cycle Phosphate Sensor that is compatible with their existing Campbell Scientific Equipment at the stream gauging station. The Cycle Phosphate Sensor combines precision micro-fluidics with state-of-the-art optics to provide unparalleled precision and accuracy in operational in-situ monitoring of phosphate. Designed for long-term use, the Cycle-PO4 features: replaceable reagent cartridges, on-board standard, scheduled standardization, nanomolar resolution, easy-to-use software, can be autonomous or externally controlled, optical cell insensitive to scattering, over 1000 samples per deployment, over three month deployments, smart sampling capability to minimize power consumption, and calibrated output (user defined units of μM, mg/L PO4-P). The sensor can be deployed independent of a datalogger or can be controlled by an external datalogger. This Unit will be integrated into field monitoring activities associated with the national USDA Long-Term Agroecosystem Research (LTAR) network particularly with water quality monitoring near the outlet of Cook Farm in Missouri Flat Creek. The following minimum specifications must be met to be considered for award: Minimum Requirements: - Range: 0-0.3 mg/L PO4-P - Standard Deviation: equal to or less than 0.0015 mg/L PO4-P - Deployable in a stream environment for three months or more. The Contractor shall provide all items F.O.B. destination. The Cycle Phosphate Sensor price should include the first year of annual maintenance cost for reagents. Delivery of the required equipment is to the USDA, ARS, Land Management and Water Conservation Research Unit located at 219 Johnson Hall, WSU, Pullman, WA 99164-6421 and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Firms responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping) and must also have satisfactory Past Performance.
