- This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA251-14-Q-0698 is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The North American Industry Classification System (NAICS) number is 561740. This is a small business set aside. All responsible sources may submit a proposal which shall be considered by the contracting officer. DESCRIPTION/SPECIFICATION/STATEMENT OF WORK Drapery, Shower Curtains, Cubicle Curtains, Blinds Cleaning and Repair Scope and Purpose The Contractor shall provide all supplies, equipment and personnel necessary to clean and repair the drapery, shower curtains, cubicle curtains, and blinds in the Domiciliary Residential Rehabilitation Treatment Program (DRRTP) of the John D. Dingell VA Medical Center. This program is located off campus at: Conner Creek Village' 4777 E. Outer Drive Detroit, MI 48234 The DRRTP shall not furnish any of the items needed to complete the contracted work. The Contractor shall clean and repair the drapery, shower curtains, cubicle curtains, and blinds in the DRRTP. There are 36 lined drapes with 12 pleats each, 17 shower curtains, 25 cubicle curtains, and 338 vanes of blinds to be cleaned at the DRRTP. The Contractor shall remove the drapes and curtains to be cleaned and shall install temporary drapes and curtains for use at the DRRTP until the Contractor returns and re-hangs the cleaned curtains and drapes at the DRRTP. Description of the Work The Contractor shall clean and repair all drapes, shower curtains, cubicle curtains, and blinds to maintain a neat and sanitary appearance. The Contractor shall remove all lined drapes, provide and install temporary replacement drapes, clean and press all of the removed lined drapes off-site and then re-hang lined drapes. The Contractor shall remove all shower curtains, provide and install temporary replacement shower curtains, clean all of the removed shower curtains off-site and then re-hang the clean shower curtains. The Contractor shall remove all cubicle curtains, provide and install temporary replacement cubicle curtains, clean the removed cubicle curtains off-site and then re-hang the clean cubicle curtains, All blind vanes shall be ultrasonic cleaned by the Contractor. All work shall be completed while residents and staff are in the building. The Contractor shall notify the Chief of the DRRTP of the day and times they propose to perform the work and obtain the Chief's consent to the proposed work days/times. The Contractor shall provide all cleaning material and all necessary equipment to complete the task. The Contractor shall complete any necessary repairs on draperies, shower curtains, curtain rods, cubicle curtains, and blinds during each biannual cleaning. Location of Work to be Performed and Government Furnished Items The Contractor shall perform all work at the DRRTP at Connor Creek Village, located at 4777 E. Outer Drive, Detroit, MI 48234, except that all curtains and drapes to be removed shall be cleaned off-site and then returned and re-hung by the Contractor after off-site cleaning and repair. The DRRTP shall not furnish any of the items needed to complete the contracted work. Required Time Frames The work could be conducted on any day of the week with advanced notice and as agreed to by the Chief of the Domiciliary. The work onsite shall be completed between the hours of 9:00am and 6:00pm. Inspection Requirements The Contractor shall monitor its employees' performance and, based upon the results of such monitoring, shall on an as-needed basis, establish performance improvement activities to assure employee efficiency and knowledge to complete their tasks and safely and competently. If any of the services do not conform to contract requirements, the Government may require the Contractor to perform the services again until the contract requirements are met.
