- NASA Ames Research Center (ARC) Environmental Control Life Support System - Synthetic Biology Lab has a requirement for two autoclavable vessel Rotary Cell Culture Systems (RCCS) with a four station rotator base and dual independent rotation including four autoclavable vessels. The vendor shall also provide equipment set-up, one year of hardware and software runtime support, and phone support and training. NASA ARC intends to purchase the bioreactors from Synthecon, Inc. The device was developed by NASA and is licensed to and manufactured by Synthecon, Inc. which is the only entity that has the experience to manufacture, set up and service these units. No other source can provide evidence of successful use of its bioreactor during ground based low shear modeled microgravity (LSMMG) experiments, which has been demonstrated by multiple peer-reviewed scientific publications in reputed international journals. In addition, Synthecons RCCS bioreactor has demonstrated that it is exclusively qualified to test the effect of LSMMG on both bacterial and eukaryotic systems as is also validated in peer-reviewed published evidence. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 23, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
