Description
Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Thermo Electron North America LLC, 1400 Northpoint Pkwy, STE 50, West Palm Beach, FL 33407. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Thermo Electron North America LLC, 1400 Northpoint Pkwy, STE 50, West Palm Beach, FL 33407 for an Upgrade Exactive Plus with HCD to Q Exactive.. The FBI requires an Orbitrap-based accurate-mass LC/MS/MS system with on-the-fly positive ion/negative ion source switching and true MS/MS capability using Quadrupole-Orbitrap technology. The upgraded Orbitrap Q Exactive adds the ability to switch between positive and negative modes instantly, and can be done within a single analysis. This technology can be used for almost all aspects of casework requiring chemical analysis, including identification of general unknowns, low-level toxicological analyses, and poisoning investigations. Thermo Electron North American is the sole patent holder of the developed Orbitrap technology and the only provider of this type of instrument upgrade. Only Thermo Electron North American and their service engineers have complete and direct access to all manufacturer's technical specifications, instrument service manuals, schematics, and copyrighted and proprietary software. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Thermo Electron North American, as no other vendor is capable of providing the upgraded Exactive Plus w/HCD to Q Exactive and the proprietary software. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, September 12, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
