Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Gerstel Incorporated, 701 Digital Drive, STE 3, Linthicum, MD 21090-2259. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Gerstel Incorporated, 701 Digital Drive, STE 3, Linthicum, MD 21090-2259 for a Gerstel Multipurpose autosampler. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI has an immediate need for a Gerstel Multipurpose autosampler. The functionality of this ampler lends itself to complete automation of sample preparation and introduction into the gas chromatograph. This system is used extensively for all aspects of casework requiring chemical analysis, including identification of general unknowns, explosives and toxicology screening. The new Gerstel Multipurpose autosampler is required to add functionality to a new mass spectrometer. The methods used in the analysis of Toxicology and General Chemistry casework were developed using the validated instrument and protocols in the FBI Laboratory. The Gerstel Multipurpose autosampler will be capable of being installed with minimal disruption to case analysis. The Gerstel Multipurpose autosampler will prevent the need to modify established, validated caseworking procedures, preclude a requirement for additional Examiner/technician training and testing on new equipment and methods, and will maintain analytical consistency with the FBI Laboratory. In addition, networking features of the instrumentation with the FBI would not need to be modified, again circumventing a disruption in FBI Laboratory casework. Because redundancy prevents unnecessary instrument downtime; consistent systems are required. It is imperative that direct replacements be used. The following are the technical requirements for the Gerstel Multipurpose Autosampler: • Capable of performing Liquid and Headspace injection; • Interface on an Agilent gas chromatograph/mass spectrometer; • XYZ robot based autosampler that provides everything needed to perform standard liquid and headspace injections; • Heated agitator, wash station and universal syringe holders for liquid and headspace syringes and tray for 1,2, 10 and 20 mL vials; • Fully integrated into Agilent Chemstation software; • Controlled with Maestro software. The Gerstel Multipurpose autosampler is the only system that is capable of meeting the needs of the FBI and that is fully integrated into Agilent Chemstation software that is currently used by the FBI. Gerstel is the sole manufactured and provider of the Gerstel Multipurpose autosampler which is the only system that will meet the requirements of the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, September 12, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
