Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number W9127Q-14-T-0042 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 334220 with a size standard not to exceed 750 employees. (v) CLIN 0001 - Provide and Install Telex Remote Radio System in accordance with the following requirements: The ability to remote operation of ten radios from four stations; The ability to remote URC-200, PRC-117, PRC-152, CDM-750 or XTL-2500 Radios; Software for four existing personal computers to use as stations; Four audio adapters to interface with existing personal computer stations; Five internet protocol adapters capable of interfacing two radios in (up to) five locations; Operates from existing local area network; Four dispatch speakers; Four desk microphones; Four foot switches; Two wireless headsets; Intercom capability between stations; Programmable group buttons for commonly used channels; Ten minute playback of any channel; Channel status indication; Telephone line capability; Alert tones for signaling over PA; Customer Install with telephone tech support; Delivered to and installed by the vendor at Camp Shelby Air to Ground Range, Beaumont, MS. (vi) Place of delivery is Shelby Air to Ground Range, Forest Service Road, Beaumont, MS 39423 and is FOB destination. (vii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (viii) The government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. Award will be made on the basis of price alone. (ix) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at https://www.sam.gov/portal/SAM/ prior to submitting an offer. (x) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xi) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable: 52.219-6, 52.222-3, 19, 21, 26, 36, 52.232-33, 52.204-10, 52.209-6, 52.223-18, 52.209-10, and 52.225-13, 52.232-33. (xii) Additional FAR clauses that apply are: 52.204-7, 52.204-13 and 52.232-40. Applicable DFARS clauses that apply are 252.203-7000, 252.203-7005, 252.204-7011, 52.204-7012, 252.204-7015, 252.209-7999, 252.225-7001, 252.232-7003, 252.232-7010, 252.244-7000, and 252.247-7023. (xiii) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement. (xiv) All offerors must submit a quote by 1:00 pm Central Standard Time on Wednesday, 24 September 2014. Quotes received after that time may not be considered. (xv)Site visit for this requirement will be Monday, 15 September 2014 at 9:00 A.M., Beaumont, MS. Potential vendors shall verify all dimensions; determine all quantities of materials and devices necessary to accomplish the work in accordance with the intent of this requirement.
