- The purpose of this amendment is to provide response to questions as follows: Question 1: Has a contractor performed similar work to this for the government in the past? Answer 1: This is a new requirement for AWS commercial cloud services. Question 2: Correct phone number. Answer 2: The point of contact is: abdul-kudus.yahaya@nist.gov Question 3Is the place of performance in Maryland? Answer 3: Yes Question 4: And can you provide a monthly estimate of what you are willing to spend? Answer 4: See SOW pricing strategy. Question 5: The end of the SOW provided a scenario that shall be used to compare all offerors. However, the scenario did not provide enough details to estimate a total cost for a given period (i.e. month or year). Does the government want offerors to provide fixed price per unit (e.g. hour, GB)? If interested in a monthly or annual price for the fixed price CLINs, would the government provide a usage scenario or quantity that expected to be used? Answer 5: Total cost for a given period is not an evaluation criteria. Price list should be per appropriate usage unit. Question 6: NIST requires the contractor provide the capability to unilaterally provision computing automatically without human intervention. Does NIST require self service portal and/or access to the AWS console directly to accomplish this? Answer 6: Yes Question 7: Contractor is asked to provide service management support to provision virtual machines and storage "as requested and required". This support requirement appears to potentially contradict what NIST is requesting in #1 above. What does the service management requirement entail please? Answer 7: Refers solely to provisioning capabilities. Question 8: Pricing is requested for a handful of AWS resources. NIST is also asking for contractor helpdesk support, DR and CooP management, load balancing, online billing and utilization visibility and provisioning support (#2 above) and other management and support items. Is the pricing for these additional support services being requested in this quote? If so, where please? Answer 8: AWS support pricing should be reflected in comprehensive price list. Question 9 Pricing Requirements: on page 3 of the SOW, NIST requests "...a comprehensive price list for all AWS service offering (including in/out charges). Pricing should include AWS US East and West (Oregan) Regions...". Question 9A: Should pricing be provided for all the listed services for both US East and US West (Oregon) regions -- i.e., duplicate set of services in each region? Answer 9A: if pricing for the services in each region are the same, such a statement can be made, but be sure to include any differences. Question 9B: The number of volumes of EBS storage to be associated with each instance is not provided. Please provide number of volumes, and indicate if that is in the aggregate or per instance. Answer 9B: Two 20GB volumes per instance. Question 10: Pricing Requirements and evaluation: there seems to be statements potentially in conflict with respect to the basis for pricing, as detailed below. The SOW includes management requirements (page 2) that may require additional cost/pricing beyond the cloud services listed in the table on page 3. Please clarify whether bidders should include pricing of any Managed Services requirements, and how NIST intends to evaluate price. From the SOW page 3: "Pricing for all offerors shall be compared based on the aggregate cost of the following services including any discount." In the body of the FBO posting, the requirements for each CLIN reads: "Contractor shall provide Amazon Web Services in accordance with the attached Statement of Work" Answer 10: Any additional managed services provided by the contractor will be evaluated as a value add service to the overall objective.
