- Amendment 001 AMENDMENT 001: The purpose of this amendment is to change the title of the solicitation, edit description of Line Item 0001 Section C - Computer Specifications #45, and edit the Evaluation Criteria and Basis for Award. END TEXT THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-76, effective August 25, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing - with a small business size standard of 500 employees. This acquisition is being procured using full-and-open competition. Simplified acquisition procedures will be utilized. The National Institute of Standards and Technology's (NIST's) Center for Automotive Lightweighting in the Materials Science and Engineering Division is involved in mechanical testing. This work involves deforming materials using large hydraulic and mechanical testing frames and recording the response. A key material response is the evolution of the surface strains (both elastic and plastic strains) in all directions, which are indexed to the evolution of other key responses (for example, the applied load and current temperature). The surfaces of the test pieces are not perfectly planer and will tend to move in space during the testing. The current state of the art method for measuring the surface strain fields (in the combined elastic and plastic strain range) is digital image correlation (DIC). As such, NIST requires three-dimensional (3D) DIC to accurately measure the 3D shape and motion of the test piece relative to the camera positions. The 3D DIC system must be capable of specific resolution in measurements both spatially and temporally. The system will also have to acquire a number of analog signals from the testing frame or other electronics to synchronize the strain measurements with the other key control and output signals.
