Description
QUESTIONS AND ANSWERS September 8, 2014 1. Per 3.3d in the SOW, vendors are required to collaborate with medical centers to prevent potential interference with medical center's wireless access. Interference analysis should be done post-award as a pre-bid analysis of all our areas by several vendors at all our sites during the same time period would be unmanageable. The "wireless systems" in question is a real time location tracking system for medical equipment and I believe covers the entire medical facility. We also have existing VA wireless access internet systems used for medical devices and robots. 2.Hours of Work - Normal business hours at the VA NCHCS are 8:00am to 4:30pm. Arrangements must be made by the contractor and COR to do all work after business hours or on weekends to minimize the impact of lost parking spaces. Could you please clarify the VA's intent around installation hours for these opportunities? Here is a significantly higher cost to the VA in order to have teams install on second and third shift. (Note - In other venues, we have seen similar language, but the VA has typically decided that this does not apply to our installation work and teams.) If the work is being done where there are patients, then it has to be after hours. If the work is in public areas (lobby, hallway, etc.) and doesn't create any hazards (tripping, dust, noise, etc.), then it could be during normal business hours. 3. Previously contractors were told they could not use an existing VA network to establish guest network access. The Chief of OIT now states that one copper pair is allowed on the VA's telecomm network on a per-building basis. All other OIT systems are still off-limits. 4.I noticed on the Solicitation orders under block 20(schedule of supplies/services) that show period of performance: September 29, 2014 - September 28, 2014 with four one-year option. The correct period of performance should be September 29, 2014 through September 28, 2015 with four one-year option periods. 5. Again, the solicitation close date has been extended to September 19, 2014.
