Notice Type: Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued This solicitation number ID04140088 is issued as a request for quote (RFQ). The solicitation is 100% set-aside for Small Businesses as determined by the Small Business Administration. The North American Industry Classification System Code (NAICS) is 561210 with a small business size standard of $38.5 million. The base period of performance (PoP) is anticipated to include a thirty (30) day No Cost transition period from 11/01/2014 through 11/30/2014. The base period of performance starts 12/01/2014 and is through 11/30/2015 with four (4) one year options. There is no guarantee that options on the follow-on years will be exercised. Any award to be made from this solicitation will be based on the best value lowest price technically acceptable (LPTA). To be considered for award your company shall obtain a Dun and Bradstreet Number (DUNs). You may obtain this number free of charge at 1(866)705-5711. Your company must also be registered in System for Award Management (SAM) with the appropriate NAICS code for this solicitation, web site: https://www.sam.gov. 2. General Description of Performance Work Statement: The purpose of this solicitation for a contractor is to provide building Operation and Maintenance (O&M) Services for the Savannah Service Center in Georgia. The contractor shall provide management, supervisor, labor, materials, equipment, and supplies and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of equipment and systems located within the property line of the below listed 7 buildings shown in Paragraph No. 4 for site visits: 3. Proposals Due: Request for Proposals will commence 09/08/2014 and are due NLT 10/08/2014, 4:00 CST. Request for Proposals and Proposals ONLY shall be submitted via AAS Business Systems (AASBS) Portal, formerly IT-Solutions Shop (ITSS) in accordance with paragraph 5 4. Site Visit/Walk-Through Tours: (a) The site visit/walk-through portion of the buildings will be provided by GSA starting 09/24/2014 through 09/26/2014. An opportunity will be provided to view all locations. Prospective Contractors are encouraged to make an on-site, in-depth review of the facility(s), equipment, job requirements, etc. The schedule is as follows: *All interested parties should meet: Date, 09/24/14, Time: 9:00 a.m. - 1:30 p.m. Eastern Time at front of first building at 401 SE 1st Avenue, Gainesville, FL FL0065ZZ FB-PO-CT 401 SE 1st Avenue Gainesville, FL *All interested parties should meet: Date, 09/25/14, Time: 8:30 a.m. - 12:00 a.m. Eastern Time at front of first building at 111 N. Palafox Street, Pensacola, FL (b) Access to the building/facility may be obtained for inspection purposes by contacting the individual(s) in sections L.8 (c) Parking may or may not be available at the buildings. Therefore, the contractor will have to plan to utilize offsite or paid parking in the near vicinity of the buildings. (d) Cellular phones are not allowed. (e) A separate site visit will NOT be entertained. (f) The maximum number of four (4) personnel is authorized to attend the site visit per Offeror. The maximum number of personnel includes subcontractors. The type of attendee is at the contractor's discretion and is exclusively the responsibility of the Offeror. All attendees shall be physically present at the Government's designated locations. (g) NO questions will be allowed during the site visit. (h) Offeror is solely responsible for all expenses associated with attending the site visit. Under no circumstance will the Government reimburse Offeror for attending site visit. Aside from the scheduled site visit tour referenced above and because of the potential for disruption to governmental activities, particularly in the U.S. Court, and other tenant areas, additional access to non-public areas of the building(s)/facility(s) for inspection purposes may not be possible. Transportation will NOT be provided to the locations. However, GSA will lead the caravan from location to location as best at possible. It will be the contractor's responsibility to find and locate the destination. There is a chance that the order of the site visit or times may change but the dates will stay the same. The Contractor Officer or designee will provide updated information via email to all that respond with a valid email address. 5. Proposals Submission: FAILURE TO FOLLOW these instructions will NOT constitute a reason to grant an extension to the RFQ period at a later date. To be considered for award and receive answers to questions, amendments to solicitation, etc., ALL interested Offerors shall submit their proposal via AASBS. Proposal will ONLY be received and awarded via AASBS. To register contact the AASBS helpdesk at 1-877-472-4877 or https://web.itss.gsa.gov. THE DOCUMENTS IN AASBS ARE THE OFFICIAL DOCUMENTS TO BE USED FOR SOLICITATION. To be added to the solicitation via AASABS, receive amendments, answers to questions, and be considered for award, all interested Offerors send below points of contact an email identifying (1) vendor's name, and (2) the name of an individual Offeror employee who will act as the Offeror's GSA point of contact (POC) for this requirement that is "registered in AASBS. OFFERORS SHALL IDENTIFY THE COMPANY NAME OF THE OFFEROR AND THE POC'S NAME EXACTLY AS IT APPEARS IN AASBS. "Registered in AASBS" or "Registration in AASBS" means a Offeror is successfully registered in AASBS such that the Government can select Vendor's designated POC in AASBS to receive the RFQ, view an order, and be able to submit a proposal. Some Offerors have multiple company divisions and employees registered in AASBS making it difficult for GSA selection. Therefore, to ensure that all interested Offerors receive the RFQ, prompt submission of the above AASBS vendor information (Offeror's name and POC) is requested. An email must be sent to the Contracting Officer, at roland.eder@gsa.gov and Contract Specialist, at sara.davila@gsa.gov, in order to receive RFQ via AASBS. This will ensure that potential Offeror receive a copy of the RFQ and have the opportunity to submit a proposal. If you did receive notice from AASBS (ITSS), your company was either not registered or CO/CS did not receive your email. It is the contractor's responsibility to notify CO/CS and be registered correctly in AASBS. Extension to the RFQ closing date and time will not be granted due to late registration in AASBS or not being registered in AASBS. Any proposal received by GSA after the closing date/time is late and shall not be evaluated and will not be considered for award.
