- Brand Name Justification Specifications Solicitation #AG-8KAP-S-14-0010 The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Center for Genetic Resources Preservation (NCGRP), in Fort Collins, CO, has a need for five (5) CHART Liquid Nitrogen Cryogenic Tanks. The associated NAICS code is 332420, Metal Tank (Heavy Gauge) Manufacturing. This procurement has a CHART Industries brand name requirement. Currently, over 55 CHART cryogenic tanks, with TEC 3000 controllers, are connected to automatic filling systems that are designed to work with the CHART controllers. The automatic filling systems are daisy chained together to allow for remote monitoring of level and alarm conditions. Each level controller is individually addressable so that one computer may monitor all the vessels over a single RS 485 cable. This computer can alert on call personnel to alarm conditions which can signal imminent tank failure and loss of the valuable genetic germplasm contained within. The reliability of the CHART products is paramount for safe storage of material held in trust at NCGRP for the National Plant Germplasm System, National Animal Germplasm Program, and other clients. The Brand Name Justification is included with this solicitation. The required tanks can be found in the attached Specifications. Firms that can provide these tanks are encouraged to submit a quote, in accordance with FAR 52.212-1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation #AG-8KAP-S-14-0001 is issued as a Request for Quote (RFQ). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) and will be incorporated in the awarded purchase order. The following clauses and provisions, included in the solicitation, are applicable to this procurement: 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. Please note that this list is not all inclusive and interested firms should reference the solicitation document for all relevant clauses and provisions. Contractor shall be registered in the SAM (System for Award Management) at https://www.sam.gov/portal/public/SAM/ and ORCA, which is contained within SAM, prior to the offer receipt time. Because of the short bid acceptance period, offers received from vendors not registered at that time will be rejected and not considered for award. Representations and Certifications : Please include a completed copy of the provision 52.212-3, Offeror Representations and Certifications - Commercial Items, with your quote. Delivery : Quotes need to include all applicable expenses (shipping/delivery, etc.). All tanks need to be delivered within 120 days after receipt of the order to the following location: USDA, ARS, NPA, NCGRP 1111 South Mason Street Fort Collins, CO 80521 This is a "Buy Best Value" acquisition. The Evaluation Factors are: 1. Past Performance 2. Offeror's Technical Solution 3. Quality and Reliability 4. Price Evaluation Factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 2, 4, 1, 3. See Section M in the solicitation document for more information about the Evaluation Factors for Award and how the award will be made.
