Description
The U.S. Department of State, Office Of Acquisition Management, intends to make a sole source awarded to UpToDate, Inc., 95 Sawyer Road, Waltham, MA 02453 for Line Item 001 QTY 1-year onsite subscription with two-12 months Option Year to UpToDate. This covers 65 licenses to be used at designated Embassies and Consulates Worldwide. UpToDate, Inc. provides access to licensed materials at the designated site via internet access through a designated IP address provided to the user. This is for information purpose only. All interested parties are encouraged to contact the primary point of contact listed via email (ONLY) on this announcement for further information if necessary. NOTE: SOLE SOURCE JUSTIFICATION 1. The Office of Acquisition Management is conducting this acquisition for subscription services from Up-to-Date on behalf of The Department of State, Office of Medical Services. 2. Nature and/or description of the action being approved. Purchase order for Renewal of Up-To-Date subscription service for physicians and other medical providers, FSHPs, and Nurses. 3. A description of the supplies or services required to meet the Department's needs. The Medical office requires 65 licenses from Up-To-Date as it is a medical information subscription designed to give physicians concise, practical answers when they need them the most - at the point of care. The subscription allows physicians and nurses to log on with an DP address provided by Up-To-Date 24 hours a day to look up and verify medical information. The subscription service uses topic reviews that are referenced back to the original journal articles and are written by physicians and peer reviewed by physicians. The service is designed to assist medical providers and nurses in their day-to-day practices. The licenses are distributed to designated embassies and consulates. 4. An identification of the statutory authority permitting other than full and open competition. The statutory authority permitting other than full and open competition is 41 USC 253 (g) and FAR 13.106-1(b), Only responsible source and no other supplies or services will satisfy agency requirements (Sole Source). 5. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. The Foreign Service Medical Providers at the Office of Medical Services evaluated several subscription services to determine which of them met the needs of our health care providers at Post. It was determined that Up-To-Date best met the needs of the office. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. The Foreign Service Medical Providers did a market survey and determined that the Up-To-Date product best fit the needs of the Foreign Service Medical Provider at the most advantageous cost. This Justification will be publicized on FedBizOpps in accordance with FAR 5.2. 7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Officer will make a fair and reasonable price determination based on market research, comparison of previous purchase prices found reasonable, or a comparison with similar items in related industry. 8. A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted. A market survey was completed with a large sample of physician and health practitioner educational materials. Of all the products that were in the online category, the Up-To-Date subscription service was found to fit the needs of the family practice providers at Post and this product is highly recommend by the medical society and the American Academy of Family Physicians. 9. Any other facts supporting the use of other than full and open competition. None 10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition. No other sources have expressed an interest in this acquisition. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. This justification will be publicized on FedBizOpps with the Combined Synopsis/Solicitation in accordance with FAR Subpart 5.102(a)(6).
